To celebrate the Lunar New Year of the Horse 2026 , Hanoi plans to distribute more than 1.16 million Tet gift packages to revolution contributors and vulnerable communities, with a total budget exceeding 574 billion VND (around 23.4 million USD).

Each Vietnamese Heroic Mother, Hero of the People’s Armed Forces, Hero of Labor from the wartime era, wounded soldier (including Category B), and individuals entitled to similar policies with a physical injury rate of 21% or higher will receive 2 million VND (approximately 82 USD).

This 2-million-VND gift also applies to sick soldiers with an injury rate of 41% or higher, Hanoi-origin veterans being cared for at seven rehabilitation centers in neighboring provinces, and revolutionaries active before January 1, 1945 or prior to the August Revolution.

Those who assisted the revolution and are currently receiving monthly allowances are also eligible for the same amount. In cases where the recipient of the “To Quoc Ghi Cong” medal or a certificate of “Service to the Nation” has passed away, their spouse or child may receive the gift on their behalf.

Other individuals receiving the 2-million-VND gift include relatives of martyrs (parents, spouses, children, or caregivers), youth volunteers receiving monthly support, chemical warfare survivors, and revolutionaries or veterans imprisoned by the enemy during wartime.

A separate group will receive 1 million VND (about 41 USD) each. This includes biological children of chemical warfare victims receiving monthly allowances, as well as those being cared for in seven regional facilities. Also included are representatives who maintain altars for martyrs - each martyr corresponds to one gift.

Former soldiers who participated in the anti-American resistance but served fewer than 20 years in the military and have since been discharged under Decision 142/2008/QD-TTg will receive the 1-million-VND gift. Similar treatment applies to former police officers (under Decision 53/2010/QD-TTg) and veterans involved in international missions in Cambodia or Laos after April 30, 1975 (under Decision 62/2011/QD-TTg) if they currently receive monthly support.

Female former youth volunteers who live alone in hardship without monthly allowances - as identified by the Hanoi Association of Former Youth Volunteers - will also receive 1 million VND.

Elderly citizens will be honored with cash gifts. Individuals aged over 100 (born before 1926) will receive 1.2 million VND; those turning 100 (born in 1926) will receive 1.5 million VND, which includes 5 meters of silk fabric. Those turning 90 or 95 (born in 1936 and 1931) will receive 1 million VND, while those aged 70, 75, 80, and 85 (born in 1956, 1951, 1946, and 1941) will receive 700,000 VND (approx. 29 USD).

Workers experiencing particularly difficult circumstances, as proposed by the Hanoi Federation of Labor, will receive 500,000 VND (approx. 20 USD) each. Individuals receiving retirement pensions, loss-of-work capacity benefits, social retirement support, or community-based welfare will receive 300,000 VND (approx. 12 USD).

Each poor household will receive 500,000 VND, while near-poor households will receive 300,000 VND, based on the 2026 list approved by local authorities.

In addition, Hanoi will visit and present gifts to exemplary individuals and units, provide bonuses to staff working directly during Tet, and supplement food budgets for those being treated or cared for at centers managed by the Departments of Home Affairs, Health, and the municipal police.

Localities may allocate additional resources to support policy beneficiaries and low-income families based on their specific circumstances.

According to the plan, more than 1.16 million Tet gifts will be distributed in 2026 - an increase from 1,109,408 gifts in 2025. The total planned budget exceeds 574 billion VND, and all gift distributions must be completed by February 2, 2026.
