On the morning of September 13, at around 9:20 a.m., a serious traffic accident occurred beneath the Van Diem underpass in Lam Son hamlet, Phu Xuyen commune, Hanoi. The crash involved a concrete mixer truck and an electric motorbike.

The 15-year-old female student riding the electric bike was critically injured and rushed to Bach Mai Hospital, where she later succumbed to her injuries. After the collision, the truck driver, Dinh Van Long, fled the scene.

The Hanoi Criminal Investigation Police Department, in coordination with the Traffic Police Division and Phu Xuyen commune authorities, immediately launched a field investigation and began collecting evidence.

Around 7:00 p.m. the same day, Dinh Van Long turned himself in at the local police station. During questioning, he confessed to intentionally dragging the girl after the initial crash, with the explicit intention of killing her.

His motive, according to his own admission, was to ensure the victim died so he would only face imprisonment rather than bear the financial burden of compensation. Medical tests confirmed that Long was not under the influence of alcohol or drugs at the time of the incident.

The Hanoi Police Department described the act as "extremely cruel, inhumane, and driven by a vile motive."

Based on the gathered evidence, investigators officially detained Long on September 14 on charges of murder. Hanoi’s police chief has directed all relevant agencies to expedite the case and ensure that the suspect is prosecuted to the full extent of the law.
