Hanoi has unveiled its 100-year master plan alongside an ambitious investment promotion program, pledging faster implementation, better governance and stronger support for investors.
The Hanoi People's Committee on Monday hosted a conference to announce the capital city's master plan with a 100-year vision and its 2026 investment promotion program.
276 priority investment projects unveiled
Chairman of the Hanoi People's Committee Vu Dai Thang said the city announced 276 investment projects across key sectors at the conference. Hanoi also presented investment policy approvals, investment registration certificates and signed memoranda of understanding with a number of major domestic and international businesses and corporations.
According to Vu Dai Thang, Hanoi remains committed to building a development-oriented administration that acts decisively, works closely with investors and delivers effective public services. The city will continue modernising its governance, strengthening implementation capacity, maintaining administrative discipline and creating a transparent, secure and business-friendly investment environment so investors can pursue long-term and sustainable growth with confidence.

National Assembly Chairman Tran Thanh Man stressed that the event was not simply the launch of a master plan but a declaration of the city's determination to act, reflecting the direction set out by General Secretary and President To Lam: "Hanoi says what it will do, acts quickly, acts correctly, delivers results and follows through to the end."
He noted that Vietnam's revised Capital Law, which takes effect on July 1, grants Hanoi a range of special mechanisms covering administrative decentralisation, resource mobilisation, infrastructure investment, urban development, science and technology, and investment attraction.
According to the National Assembly Chairman, this represents a historic opportunity for Hanoi to achieve a major breakthrough and successfully implement its century-long master plan. A modern, integrated and sustainable capital developed in line with the plan will create strong momentum for the wider Capital Region while making an even greater contribution to Vietnam's overall development.
He called on the city to prioritise strategic projects in infrastructure, transport, digital transformation, innovation, green development and high-quality human resources, while making full use of the special mechanisms and policies approved by the National Assembly.
At the same time, Hanoi should continue improving its investment and business environment and build a modern, professional administration that serves both citizens and businesses.

The National Assembly Chairman also encouraged domestic and international businesses and investors to continue placing their confidence in Vietnam and Hanoi by pursuing long-term partnerships, investing responsibly, respecting the rule of law and aligning corporate interests with those of the nation and the sustainable development of the capital.
He emphasised that Vietnam has always regarded the success of the business community as one of the key drivers of economic growth and national competitiveness.

Hanoi Party Secretary Tran Duc Thang affirmed that the city would fully implement the guidance delivered by the National Assembly Chairman and translate it into concrete actions reflected in the capital's development indicators and contributions to national growth.
He announced four key commitments.
First, Hanoi will continue reforming its leadership and governance based on discipline, efficiency, practical implementation and close cooperation with investors. The city will accelerate substantive administrative reforms and take firm action against delays, avoidance of responsibility, bureaucratic obstacles and practices that create difficulties for citizens and businesses.
The city pledged that every investor choosing Hanoi will have equal access to transparent information, receive the best possible support and enjoy full protection of their legitimate rights and interests.
Second, Hanoi will use public investment more effectively to accelerate major infrastructure projects, including ring roads, river crossings, public transport systems, high-tech parks, digital infrastructure, energy, finance, education, healthcare and environmental projects. Public investment will serve as a catalyst for attracting broader private and social capital.

Third, Hanoi will prioritise the development of high-quality human resources, recognising this as the decisive factor for achieving breakthroughs in the new era. The city will strengthen its role as Vietnam's leading centre for education and science and technology while expanding its innovation ecosystem for research, testing and development. It also aims to attract talented professionals and young workers through housing policies and a distinctive, high-quality, multi-layered social welfare system.
Fourth, the city's leadership reaffirmed that residents and the cultural identity of Thang Long - Hanoi will remain at the centre of all development strategies.
Every policy, project and development initiative undertaken by the capital must ultimately answer three fundamental questions: How will residents benefit? How will quality of life improve? And how will the heritage and identity of Thang Long - Hanoi be preserved and promoted?
Developing the capital is not simply about expanding the urban landscape or accelerating economic growth. It must also create a civilised, modern, humane and happy living environment for every resident.
