The Ho Chi Minh City People’s Council (ninth tenure)  adopted resolutions to implement the National Assembly’s Resolution 54 on piloting special mechanisms and policies for the city’s development at the closing session of its seventh meeting on March 16.

Delegates passed a resolution promulgating regulations on additional income for cadres and civil servants in the State management sector, political organisations, social-political organisations, and public service institutions in the city.

Accordingly, the maximum increase of additional income will be 0.6 times of the yearly wage level in 2018, 1.2 times in 2019 and 1.8 times in 202, basing on work performances of civil servants and cadres.

The resolution will come into force from April 1, 2018.

The council approved the number of people working in the public service institutions and administrative organisations in the city in 2018, which is 119,976 and 12,345, respectively.

Delegates also passed a resolution on investment policy for public investment projects using the city’s budget, including the construction of a multi-purpose circus theatre in Phu Tho, District 11, and the compensation of land clearance and resettlement to serve the building of Rach Chiec national sports complex.

They also approved resolutions featuring the level of incomes for experts and scientists to work in the fields of the city’s demand in 2018-2022; and the adjustment to increase environmental protection charge for the discharge of industrial wastewater.

Earlier, members of the council passed a resolution monitoring the implementation of a programme reforming administrative procedures to increase the satisfaction of people and public service organisations in the city.

Chairman of the municipal People’s Committee Nguyen Thanh Phong said the city will invite leading experts in various fields to help the city optimise new policies and mechanisms suitable with the special urban area position as allowed by the National Assembly’s Resolution 54.

Chairwoman of the municipal People’s Council Nguyen Thi Quyet Tam suggested the People’s Committee and relevant agencies to take synchronous measures to ensure the Resolution will come into reality and gain the best outcomes.

She held that it is necessary to streamline the organisation of the apparatus and improve the service offered to people, organisations and businesses.

There are many new points in the resolutions, so the People’s Committee should make regular inspections over the implementation of the resolutions, she suggested.

In November 2017, the NA issued Resolution No. 54/2017/QH14 on piloting special mechanisms and policies to bolster the city’s development. Later, the municipal People’s Council issued Resolution No. 25/NQ-HDND on implementing the resolution.-VNA
