The HCM City People’s Committee has released a report on education and training development in 2011-2022 and tasks and solutions by 2030, with a vision towards 2045.

Regarding the education establishment network, the city strives to have 60 percent of public preschools, 80 percent of primary, 70 percent of secondary, and 50 percent of high schools meeting national standards by 2030.

Each district and Thu Duc City will have 300 classrooms per 10,000 school age (3-18) students at each grade level. 

It is expected that at least two schools at every education level will run a high-quality ‘advanced school with international integration’; at least 10 high schools and high schools for the gifted will have modern facilities and teaching quality meeting standards applied to high-quality ‘advanced school with international integration’; and 100 percent of schools will be developed under the smart school model.

Under the plan, the number of students per class will be between 30 and 35; 100 percent of primary schools and 70 percent of secondary schools will have two learning shifts a day (morning and afternoon), (the figures will be at least 80 percent for high schools in each district and in Thu Duc City); and 30 percent of primary, secondary and high schools will satisfy the requirements to operate as schools with autonomy.

As for preschool education, HCM City plans to build at least one smart classroom in each preschool by 2030; 100 percent of teachers will have to meet training standards, 60 percent of teachers will have professional level above standards and 100 percent of preschool children will be introduced to English.

the requirements on foreign language skills, HCM City has decided that by 2030, 100 percent of students finishing primary education will have A1 or equivalent level of foreign language skills, and 100 percent of students finishing secondary education will have A2 or equivalent level. Besides, 50 percent of primary school students will obtain certificates on informatics and foreign language skills.

To ensure fairness in education access, the city will prioritize to satisfy the study demand from students in island communes, suburb districts, students in need, orphans, disabled and students from poor and near-poor households, people at disadvantageous positions. The city will ensure favorable conditions to raise, take care and ensure education for children aged below 36 months sold at preschool facilities, especially in the areas with industrial zones and export processing zones.

The city will universalize preschool education for children and implement the 9-year mandatory education program.
