The entire beltway was originally planned as a public-private partnership (PPP) project.

The funds required for them would now have to be mobilised from the city's coffers.

Documents will be sent to the Department of Planning and Investment for evaluation and then to the People’s Committee and finally to the People’s Council for approval. The council will consider funding for these works at its session in July.

Construction of the third section of the beltway (from Pham Van Dong Avenue to Go Dua Intersection) remains in PPP mode. The Department of Mineral Resources has been ordered to co-ordinate with other relevant agencies to check the contract and ensure the legality of the investment procedures.

The management board was also told to furnish plans for the fourth section of the beltway (from An Lap Intersection to Nguyen Van Linh Avenue).

The city Department of Transport has been instructed to co-ordinate with the transport ministry's agencies to monitor and report on the progress of the work, and act as an advisor to the city People’s Committee to speed it.

The management board has to submit plans for the construction of the An Phu roundabout and entrances to HCM City on National Highway 1A, National Highway 22 and National Highway 13.

The documents for these projects will be sent to the transport department and then to the People’s Committee by mid-July.

The Department of Planning and Investment has been ordered to co-ordinate with other agencies, including the people’s committees of districts, to draft plans for using land along the expressway, beltway and urban railway, and report to the city People’s Committee by the end of the third quarter.

It also needs to raise funds from the city coffers and solicit investment under PPP mode.
