The department asked the committee to submit the proposal to the central government and also requested expansion of the operations of the Housing Management and Construction Inspection Centre.

It wants the centre to be responsible for implementing the transfer and management of State-owned housing and land plots as well as resettlement area projects from now to 2025.

Currently, firms under the people committees of districts are managing State-owned housing, but there are many problems since many tenants have refused to pay rent and the sales of housing have been slower than required.

The slow sales are partly caused by the lack of direction and guidance from local and central government levels. The high price of State-owned housing compared with the salaries and quality of life in the resettlement area are also a factor in the slow sales.

HCM City has used nearly 29,130 out of 41,050 State-owned housing and land plots for resettlement tasks relating to the city's infrastructure development projects and urban embellishment projects.

The Department of Construction asked the city’s People’s Committee to use the remaining State-owned housing for city refurbishment and development from now to 2025.
