The authorities in HCM City have set up a number of rules for foreign English teachers including banning pupils from adopting English names.

The Department of Education and Training has issued the set of rules in the primary school English guidelines during 2017-2018 school year.

Foreign teachers are banned from using audiovisual equipment. They must only use teaching materials approved by the ministry and city department of education and training.

In addition, the teachers are banned from giving Vietnamese pupils English names. In order to make the lesson more effective, another local English teacher must also attend the class to support the foreign teacher, interpreting orders and lecture for pupils.

Foreign and local teachers will jointly teach one or two classes a week. Foreign teachers are encouraged to participate in extra activities at schools by request of the school head.

Schools that use their own funds to use audiovisual equipment and teaching software in class should have a diversity of software instead of using only one product for all kinds of English programme.
