From the beginning of 2017, Ho Chi Minh City will employ only electronic forms of communication using digital signatures for its departments and districts implementing professional exchange in resolving administrative records, putting an end to the use of paper documents.

To better serve its citizens and businesses, the People's Committee of the southern hub has recently assigned its Department of Home Affairs to develop processes until the end of 2016 for electronic interconnection among the city’s departments, including the Departments of Construction, Justice, Planning and Investment and Natural Resources and Environment.
Accordingly, by 2020 HCM City strives to have 100% of administrative procedures by departments and districts concerning people and enterprises online, while implementing e-interconnection among all departments, districts, wards and townships.
The southern city will also deploy an electronic one-stop shop model combined with e-public services at departments, assigning an individual coordinating office to receive and return the paper work results to people and businesses in each sector, such as urban areas, economic issues, healthcare and education.
Notably, since January 1, 2017, electronic forms of communication using digital signatures will be used among departments and districts for exchange of ideas in addressing administrative documents, instead of using paper documents as at present.
Along with that, the city will also boost the development of its Building smart city project in HCM City to create transparency and convenience for its residents and businesses by 2020.
Next month, the authorities are scheduled to hold an online conference with local departments, districts, wards and townships on the city's administrative reform.
So far, HCM City’s departments and its 24 districts and 332 communes, wards and towns have established an agency dedicated to receive and return paper work results to apply the one stop shop model in handling administrative procedures with IT application.
