Phan Thi My Linh, the 43-year-old owner of the daycare centre were also under temporary detention for investigation.
She will be investigated under the criminal code for allegedly torturing children.
On Sunday morning, a video posted online showed Linh and two other teachers of the kindergarten slapping toddlers aged 3-5 on their faces, heads and backs, and throwing the children in the air. The video angered the public, especially mothers.
The operation of the kindergarten was suspended on Monday, while 36 children of the kindergarten were transferred to public kindergartens.
Children, who were reportedly tortured by the teachers, were sent to District 12’s hospital for a check-up. Doctors found bruises and physical trauma on the children. Some have symptoms of a psychological panic disorder.
Also on Monday, Linh and the other teachers were summoned to the police station. Linh admitted that she used her legs, ladles and plastic cans to hit children, saying that this was to threaten the naughty students.
She said that Quynh and Dao, the two other teachers being investigated, did not have any degree in education or teaching certificate.
Khưu Mạnh Hùng, head of education and training division of District 12, said that before the case was reported in the media, the kindergarten was inspected and there were no violations found.
