On the afternoon of November 18, the 18th session of the Nghe An People’s Council convened a special meeting to finalize high-level leadership appointments within the province.

At the session, Vo Trong Hai was elected chairman of the People’s Committee with 100% of votes in favor from council members.

The council also approved the dismissal of Le Hong Vinh from the post of chairman and from his role as a provincial council delegate due to his reassignment.

In addition, Nguyen Duc Trung - former provincial Party Secretary - was relieved of his role as a council delegate, following his appointment by the Politburo as deputy secretary of the Hanoi Party Committee and his subsequent election as chairman of the Hanoi People’s Committee.

In his inaugural address, Vo Trong Hai acknowledged the significance of assuming leadership at the end of 2025 - a pivotal transition period requiring strong determination, innovation, and decisive action to meet development targets early and establish momentum for the province’s next growth phase.

He emphasized that in the current phase, the role of a provincial chairman goes beyond administration and oversight. It must embody leadership, inspiration, and the ability to drive sustainable development.

On the afternoon of November 17, the Nghe An Party Committee had convened a meeting to announce the Central Secretariat’s decision to transfer and appoint Vo Trong Hai - then deputy secretary of the Ha Tinh Provincial Party Committee and chairman of the Ha Tinh People’s Committee - to join the Executive and Standing Committees of Nghe An and serve as its deputy secretary for the 2025–2030 term. He was also nominated for the chairmanship of the Nghe An People’s Committee.

Vo Trong Hai was born in 1968 in Hoa Lac Commune, formerly part of Duc Tho District, Ha Tinh Province. He holds a command officer degree from the Border Defense University and a bachelor’s degree in Law.

He has held numerous key positions throughout his career, including commander of the Ha Tinh Border Guard, head of the Ha Tinh Party Committee’s Internal Affairs Commission, director of the Ha Tinh Police Department, and director of the Nghe An Police Department. In September 2020, he was promoted to the rank of major general.

In April 2021, he was elected chairman of the Ha Tinh Provincial People’s Committee and served in that role until his reassignment to Nghe An.
