In the current period, the northern province Hoa Binh continues to effectively implement the country’s foreign policy and expand international relations, in order to promoting trade, investment cooperation, serving the province’s social-economic development.

Hoa Binh province is located at the gateway to the Northwest of Hanoi. Without land border and sea, but foreign affairs are always given special attention by the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee.

The province has attached importance to strengthening relationships with foreign countries, international organizations, other provinces and performing people-to-people diplomatic activities to take advantage of external resources for development investment. Building close and cooperative relationships with traditional partners, expanding relationships with new and potential partners to expand cooperation in various fields, especially tourism, agriculture, and forestry is among important tasks set in the Resolution of the 17th Provincial Party Congress (2020 – 2025 tenure).

To promote external economic development, international integration to realize industrialization and modernization, striving to reach the average GDP growth of the country by 2025, the Party Committee and People's Committee of Hoa Binh Province have led and directed the synchronous, creative and effective implementation of external activities, attracting investment and mobilizing resources for socio-economic development.

The above policies have contributed to accelerating the renovation process, opening the door to international integration, and promoting the attraction of foreign direct investment and official development assistance (ODA) to the province. Hoa Binh has also expanded its traditional friendship and good relations with other localities and foreign partners.

The province has well implemented international commitments and agreements signed with organizations, agencies and provinces and cities in many countries such as: ChildFund, AEA, German Reconstruction Bank, Saudi Arabia’s Economic Development Fund, Luang Prabang Province, Hua Phan (Laos), Tuv Province (Mongolia), and Gimje City, Jeollabuk Province (Korea). This has helped bring Hoa Binh's information to the world in an accurate, timely and appropriate manner. At the same time, the province receives information about the world situation into selectively, in accordance with the guidelines and views of the Party, policies and laws of the State.

Hoa Binh has welcomed many international delegations in recent years. Among these visits were those that are very important for promoting cooperation and international relations such as the meeting between leaders of the Provincial Party Committee, the Provincial People's Committee with the delegation of the Korean Embassy led by Ambassador Park Noh Wan to promote cooperation between the two sides.

The province also hosts many programs and projects funded by non-governmental organizations (NGOs) and foreign organizations. Many non-governmental organizations are operating in the provinces’ areas with difficult socio-economic conditions. Their projects mainly focus on the fields of rural development, healthcare, education, clean water and sanitation, solving social problems. These projects have contributed to upgrading infrastructure, improving daily life, protecting the environment, raising awareness and capacity for people in remote and ethnic minority areas.

The province also identifies external information as an important part of the Party's foreign affairs and ideological work. In the context of the country's deep international integration, external information work plays a very important role in delivering the Party's viewpoints, stances, guidelines and the State’s policies and laws, promoting Vietnam’s socio-economic development achievements, images of the country, people, daily life, potentials, strengths, values, cultural identity of ethnic groups, Hoa Binh Province’s policies on foreign investment attraction to the Vietnamese community abroad and international friends.

This contributes to building the image of a stable, developing, peace-loving Vietnam, persisting in an independent foreign policy, openness, diversification and multilateralization of international relations and the image of Hoa Binh as a beautiful, friendly, hospitable province, which is ready to be a friend and a reliable partner of international friends.

In the current period, Hoa Binh province continues to effectively implement the national foreign policy and expand its international relations in order to promoting trade and investment cooperation to serve its social-economic development.

In addition to the tasks of prevention and control of the Covid-19 epidemic, recovering and develop the local economy, strengthening of external activities, international integration, defense and security work of Hoa Binh province has achieved positive results.

Regarding local military work, the relevant forces strictly perform the duty of being ready to fight; actively coordinate with other forces to maintain political security – social order and safety in Hoa Binh province.

The local authorities have successfully organized defensive maneuvers at all levels. The militia and self-defense force are built at all levels. The work of recruiting and calling citizens to enlist in the army ensures quantity and quality. Hoa Binh province also implements well the policy related to families of soldiers and well manage defense works in military zones, as well as building defensive areas.

Regarding security, social order and safety, the province has synchronously implemented security measures in all fields, absolutely protecting the safety of key works, major political, cultural and social events. At the same time, the province has implemented synchronous measures to suppress crimes, ensuring political security, social order and safety.

In the coming time, the province will continue to thoroughly grasp and implement the Party's foreign policy; continue to effectively implement signed international agreements; actively research and expand international cooperation under the motto of diversifying partners and cooperation fields and focusing on cooperation efficiency. 

It will also strengthen contact and work with international organizations, promote people-to-people diplomacy; call and mobilize foreign non-governmental organizations to provide aid to the province; strengthen economic diplomacy with many activities to promote its goods, promote trade, investment and tourism; make the most of international cooperation and external resources to serve the province's social-economic development.
