To successfully implement the goal of fast and sustainable development, striving to reach the national average by 2025, the 17th Provincial Party Congress identified 4 strategic breakthroughs for the 2020-2025 term in Resolution No. 04-NQ/DH dated October 3, 2020. 

First, breakthrough in planning. To implement the Law on Planning in the coming period, it is necessary to focus on developing the provincial development plan, the development plans for sectors with high quality and long-term vision. It is important to perform management under the plans, so that the goals set by the above-mentioned Resolution can be achieved.

Second, improving the investment environment and administrative reform to attract investment. The focus would be administrative procedure reform; improve the responsibilities of state officials and civil servants, build the government to accompany and serve businesses and people, striving for the PCI (provincial competitiveness index) in the period of 2021 - 2025 to increase at least 3 levels each year. To attract VND80 trillion of domestic investment capital and US$1 billion of foreign investment capital in the next 5 years.

Third, breakthrough in infrastructure, which is among the weaknesses pointed out by the Provincial Party Congress. The Resolution of the 17th Provincial Party Congress defined the tasks and solutions to mobilize all resources to invest in the socio-economic infrastructure system. The most important is transport infrastructure development, including the two key projects: expanding the Hoa Lac - Hoa Binh road and building the road from Hoa Binh city to Kim Boi district to exploit the tourism potential of Kim Boi.

Fourth, to develop high-quality human resources; first of all, to improve the quality of general education.

Realizing Resolution of the Provincial Party Congress

In order to realize the 4 strategic breakthroughs and effectively implement the key tasks defined in the Resolution of the Provincial Party Congress, Hoa Binh authorities determined to well perform the forecast and plan-making tasks, particularly the building of social-economic development plans, effectively exploiting potentials, advantages and great opportunities and policies offered by the central government for the province's development.

Hoa Binh province has signed a contract with McKinsey & Company Vietnam Co., Ltd on making the province’s master development planning in the period of 2021 - 2030, with a vision to 2050. To date, Phase 3 of this project has been completed. Specific products include: Hoa Binh Provincial Planning Report (2nd draft), the system of diagrams, maps, the database on Hoa Binh’s development planning and the draft strategic environmental assessment report. The master development plan clearly defines Hoa Binh’s development direction: to become a leading province in the Northwest region, with GDP growth based on the main pillars of eco-tourism, green industry, and clean agriculture.

So far, Hoa Binh has completed the land use planning in the 2021 - 2030 period for all districts and towns in the province. It is working on the general planning, zoning planning, inter-district planning and planning for some locations with potentials and advantages to attract investment. Other important tasks that are being implemented include: making planning on the area of ​​the inter-regional road, building the road linking Hoa Lac - Hoa Binh city, adjusting the general planning of Hoa Binh city, and the districts of Kim Boi and Yen Thuy.

Regarding infrastructure development, the Standing Board of the Provincial Party Committee promulgates the project on completing the synchronous and modern socio-economic infrastructure, prioritizing the development of transport infrastructure, using 53% of the total allocated capital for the 2021 – 2025 period. The provincial government has approved the policy for key transport projects such as: the road linking Kim Boi with Hoa Binh - Moc Chau expressway; the road from Xuan Mai town to Luong Son town; Hoa Binh - Moc Chau (Son La) expressway; Quang Tien - Thinh Minh Road; the project to connect Hoa Binh's transportation and irrigation infrastructure with the national transport infrastructure.

The authorities of Hoa Binh province issued Project 02-DA/TU dated August 26, 2021 of the Provincial Party Committee's Standing Committee on investment in building synchronous infrastructure, focusing on the development of traffic infrastructure and anti-climate change infrastructure; the resolution of the Standing Committee of the Provincial Party Committee on mobilizing resources to build Luong Son district to meet the criteria of a fourth grade urban area, striving to basically meet the town level criteria by 2025; to invest in urban infrastructure of Hoa Binh city to upgrade it into a second grade city by 2025.

It is expected that Hoa Binh will complete the planning before December 31, 2022. This will be an important basis for attracting investment in infrastructure construction, urban development, and resource allocation of Hoa Binh Province.

Regarding the improvement of business environment, the Standing Committee of the Provincial Party Committee has issied many drastic solutions to improve the business environment, focusing on administrative reform, improving the effectiveness and efficiency of the management apparatus. The provincial authorities have called for investors to survey, research and invest in Hoa Binh; actively worked with ministries and central agencies to seek assistance in terms of investment-related mechanisms and policies. Besides, the local government has directed to slash 30% of the time to deal with administrative procedures, improved the role of the Center for Investment, Trade and Tourism Promotion, regularly met with investors to help remove difficulties and obstacles for them.

The provincial authorities have directed to review and withdraw projects behind schedule to attract potential investors; selected capable investors, who meet the province's investment attraction criteria, prioritizing investment in the fields that serve socio-economic development.

The province has urgently implemented site clearance work as well as compiled and promulgated regulations on site clearance. It has also strived for speeding ​​up the implementation of key investment projects, effectively using capital sources for development investment. A number of large investors have proposed investment projects in Hoa Binh, such as Vingroup, SunGroup, FLC, Flamingo, which are scheduled for start in 2022.

Regarding infrastructure development, Hoa Binh continues to restructure public investment capital to effectively use medium-term public investment capital in the 2021-2025 period, focusing on key projects such as the road linking Hoa Binh - Hanoi and Son La highway (Hoa Binh - Moc Chau), the road connecting Luong Son town and Xuan Mai (Hanoi) in phase 1, Quang Tien - Thinh Minh road, Hoa Binh City (phase 1).

In addition, the province has accelerated the implementation of some projects such as Hang Kia - Cun Pheo - National Highway 6, provincial road 433 (Km0-Km23), provincial roads 435, 438, and 438B, inter-district road of Lac Son - Tan Lac.

At the same time, Hoa Binh is actively speeding up the preparation for the project to expand Hoa Lac - Hoa Binh expressway, and Hoa Binh - Moc Chau expressway (km19-km 53). The province will create an attractive investment environment for projects to develop infrastructure of industrial zones, industrial clusters, tourism infrastructure, particularly tourism infrastructure of the areas along the Da River, Lac Village- Mai Chau, Kim Boi mineral streams.

Finally, Hoa Binh will focus on human resource development associated with job creation and raising labor productivity. Hoa Binh will continue to effectively implement the project on vocational training for rural workers, focusing on developing traditional occupations to create jobs, and strongly shift the labor structure from agriculture to non-agriculture; to develop breakthrough mechanisms and policies to attract high-quality human resources for state agencies in the province.

The Standing Board of the Provincial Party Committee promulgated Project 04-DA/TU dated October 11, 2021 on the development of science and technology and innovation associated with innovation, improving the quality of education, improving the quality of human resources. This project points out many solutions on vocational training based on the needs of the labor market and employers, investors.

The province will focus on improving the quality of general education, thereby improving the quality of vocational education and vocational training, particularly for the industries which are the province’s strengths.

It will pay special attention to reviewing and building breakthrough mechanisms and policies, attracting high-quality human resources to work in the political system and important fields. In addition, the Provincial Party Committee is implementing 11 key solutions to realize the goal of the Resolution of the Provincial Party Congress.

In order to continue to implement action programs, breakthroughs and thematic projects and resolutions, the Hoa Binh Provincial Party Committee will direct the government, the Fatherland Front, and relevant agencies to build plans on the implementation of the action plan of the Party committees and Party organizations, which are in association with the targets, tasks, solutions and roadmaps, in accordance with the functions and tasks of each agency and unit in order to ensure feasibility.
