On the afternoon of December 17, the Hoa Binh Provincial People's Committee announced that the Provincial Party Standing Committee held a meeting earlier that day to discuss personnel matters.

During the meeting, the Standing Committee reviewed Proposal No. 147, issued on December 16, regarding the nomination of a candidate to fill the position of Provincial People's Committee Chairman for the 2021–2026 term.

On December 3, Chairman Bui Van Khanh submitted a request for early retirement. By December 12, the Secretariat of the Party Central Committee agreed to grant his request.

At the meeting, the Standing Committee unanimously approved a list of qualified candidates for the position. Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, was recommended to become Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

The committee conducted the necessary steps for personnel procedures. As a result, Bui Duc Hinh received unanimous support, with 100% agreement, and his nomination will be submitted to the Central Committee for consideration and approval.

Khanh was born in 1964 in Thuong Coc Commune, Lac Son District, Hoa Binh Province.

Before serving as Chairman of the Hoa Binh Provincial People's Committee for the 2016–2021 and 2021–2026 terms, he held various positions, including: Deputy Director of the Department of Finance, Director of the Department of Science and Technology, Vice Chairman of the Hoa Binh Provincial People's Committee
