After a lot of exertions, engineer Nguyen Quoc Hoa has received the agreement from Deputy Prime Minister Vu Duc Dam to carry out trial run with his Hoang Sa submarine on the sea.

Local newspapers reported that the Deputy Prime Minister has assigned the Ministry of National Defence and relevant agencies to support Hoa, the inventor of Hoang Sa sub, to carry out trial run on the sea.

Prior to that, Nguyen Hoang Giang, deputy chair of Thai Binh province, where Hoa’s workshop is located, told the press that the provincial authorities support the experiments. However, as many kinds of equipment and other conditions must be prepared for the trial run, the local authorities have to ask for the permission for the experiments from the government office.

Hoang Sa can run at the speed of 7 miles per hour on average, while the maximum speed is up to 15 miles per hour. 

“Troubles, if they occur during the trial run, will cause serious consequences. We look forward to the assistance from the Ministry of National Defence so that the trial can be conducted safely,” he said.

Hoa recently received a dispatch from the Thai Binh provincial People’s Committee which said that Deputy PM Vu Duc Dam has agreed to allow Hoa to carry out a trial run. 

The answer has been long awaited by Hoa.

Under the Deputy PM’s instruction, the Ministry of Science and Technology would arrange the budget for the experiments, while the Ministry of National Defence will examine the design, give consultancy on the solutions and build the experiment plans.

When asked about Hoang Sa’s status, Hoa said the equipment installed on Hoang Sa and their functions have been tested and shown perfect  operation.

“Our engineers and I will put Hoang Sa into trial run on the sea as soon as the state management agencies give the nod,” he said, adding that the trial would be conducted on the territorial waters belonging to the Diem Dien Port in Thuy Hai Commune of Thai Thuy district, about 30 kilomters from Thai Binh City.

Prior to that, National Assembly’s chair Nguyen Sinh Hung, head of the Party Central Economic Committee and representatives from the Thai Binh provincial authorities visited Hoa and congratulated him on the success of his second submarine. 

In 2014, Nguyen Quoc Hoa, 56, director of Quoc Hoa Mechanical Engineering Company in Thai Binh City, announced he successfully invented a mini submarine, naming it Truong Sa.

While waiting for the license to run Truong Sa on a trial basis, in 2015, Hoa and his co-workers invented another sub called Hoang Sa.

Hoa has successfully tested Hoang Sa at a reservoir with an area of 3 hectares and the depth of 3 meters.
