On the afternoon of September 22, Nguyen Thien Binh, Deputy Director of Hue City's Department of Culture and Sports, announced that on September 23, the department will meet with local business owners to finalize agreements and initiate the installation of surveillance cameras at bar-style entertainment venues across the city.
Earlier, the Hue City People's Committee issued new regulations to coordinate the management and operations of bars, beer clubs, pubs, and other similar businesses.
According to the new policy, each establishment must install a minimum of two surveillance cameras that are directly linked to Hue City's Smart Urban Operations and Monitoring Center (HueIOC) to enable real-time digital monitoring.
The placement of these cameras must ensure full coverage of the venue’s interior, entrances, and exits, with footage stored for at least 30 days and made available upon request from law enforcement or regulatory agencies.
Under the new guidelines, bars, beer clubs, pubs, and similar establishments are permitted to operate from 8:00 a.m. to 12:00 a.m. daily. However, bars located within hotels rated three stars or higher may remain open until 2:00 a.m.
The regulations also introduce strict requirements for artistic performances at these venues. For DJ sets or any live shows taking place between 10:00 p.m. and midnight, businesses must ensure volume levels are kept reasonable to avoid disturbing nearby residential areas.
All performances must comply with Decree No. 144/2020/ND-CP, strictly prohibiting any language, costumes, imagery, or gestures that violate public decency or cultural norms.
Alongside the responsibilities of the businesses, the regulations clearly outline the roles and duties of managing agencies, including Hue City Police, the Department of Culture and Sports, and the Department of Science and Technology.
This initiative aims to bring order to nightlife operations in Hue, supporting the entertainment needs of both residents and tourists while ensuring public order and maintaining the city's image as a safe, friendly, and culturally refined urban area.
