Several lawyers and officials have expressed concerns over the difficulties in realising the regulations on dogs supervision in public places which will take effect on September 15.

According to Resolution 90 on administrative penalties related to veterinary practices, the owners will be fined VND600,000 (USD26) to VND800,000 if their dogs that haven't been vaccinated or go to public places without muzzles, chain or carer.

Trading ill animals or open poultry farms that are not in accordance with the planning will be fined from VND6m to VND8m. Ward and communal chairmen have the authorities to apply the fines.

Lawyer Nguyen Duc Chanh said the regulations would ensure public safety and act as a deterrent to violators. He suggested promoting the regulations to raise public awareness about better implementation. The local authorities must also take the regulations seriously and closely monitor their areas.

Hoach Van Duyen, chairman of Ward 15, Go Vap District, HCM City, said they would promote the regulations and apply fines following the feedback and reports from the residents and security guards.

Another chairman in Binh Thanh District said they were already busy with daily work yet all new regulations were assigned to ward chairmen. He raised concerns about the lack of an animal control agency and dogs on the streets.

Lawyer Nguyen Duc Chanh said numerous regulations about penalties for public littering, peeing or defecating had proved to be ineffective due to lack of specialised agencies. Without human resources, the local authorities can't closely manage everything.

In addition, the lack of public awareness and the scattered number of pets across the city only make the management work more difficult. The authorities and the citizens must co-operate to make the regulations work.
