On the morning of August 30, Prime Minister Pham Minh Chinh presented the decision on personnel appointments concerning Le Hoai Trung.

At the ceremony, Minister of Home Affairs Pham Thi Thanh Tra announced the Prime Minister’s decision to transfer Le Hoai Trung to the Ministry of Foreign Affairs and assign him the role of acting Minister.

She also announced the decision by the Party Committee of the Government to appoint Le Hoai Trung to the Party Executive Committee and the Party Standing Committee of the Ministry of Foreign Affairs, where he will serve as Party Secretary for the 2025-2030 term.

Previously, the President issued a decision allowing Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son to temporarily step down from his role until the National Assembly formally approves his dismissal.

In his address, Prime Minister Pham Minh Chinh emphasized that Le Hoai Trung is a senior Party official with strong political acumen, integrity, and strategic vision, professionally trained in foreign affairs.

Over a 43-year career, Le Hoai Trung has gained extensive, well-rounded diplomatic experience. In every position he has held, he has demonstrated exemplary leadership, commitment, and decisiveness in fulfilling his duties as entrusted by the Party and State.

The Prime Minister acknowledged the Ministry of Foreign Affairs' remarkable achievements in recent years, noting its pivotal role in national development and its contribution to Vietnam’s international standing.

He urged Le Hoai Trung and the ministry's leadership to continue strengthening foreign affairs in the new era, contributing to the nation’s two centennial goals, expanding Vietnam’s global integration, and enhancing development opportunities.

“Modern diplomacy must go beyond safeguarding national interests. It must anticipate and seize opportunities and avoid strategic surprises. Diplomacy must be proactive, offering timely and flexible recommendations to the Party and State,” the Prime Minister said.

He also called for the building of a modern, professional, and globally competitive diplomatic corps, in line with Party resolutions. The core task is to nurture a diplomatic workforce that is both competent and principled - pioneering, resilient, united, responsible, innovative, and reform-driven.

The Prime Minister affirmed the government’s continued support and openness to feedback from the diplomatic corps to improve governance.

Accepting the appointment, Acting Minister Le Hoai Trung described it as a great honor and responsibility. He expressed deep respect for the generations of diplomats who contributed to the nation, especially former Ministers, including Deputy Prime Minister Bui Thanh Son.

He acknowledged that the Ministry faces immense responsibilities ahead, given the rapidly evolving and complex global and regional landscape.

Le Hoai Trung pledged to work closely with the Ministry's leadership, officials, and staff to fulfill all assigned tasks. These include the effective implementation of foreign policy and international integration, preserving peace and stability, mobilizing development resources, and enhancing Vietnam’s global position and reputation.
