Nguyen Tuan Anh, Permanent Deputy Head of the Delegate Affairs Committee, announced Resolution No. 63/2025 of the National Assembly Standing Committee, which officially concludes the operations of the Legislative Research Institute as of January 15.

The resolution specifies that the research, scientific management, and information provision functions of the Legislative Research Institute will be transferred to the Ethnic Council, relevant committees of the National Assembly, and the National Assembly Office.

The Legislative Research Journal will also be managed by the appropriate National Assembly entities based on their scope of responsibilities.

The National Assembly Office is tasked with taking over personnel files, managing assets, documents, seals, and financial accounts of the Legislative Research Institute.

This includes handling ongoing financial and accounting tasks in accordance with the law and preserving in-progress research projects until they are formally reassigned to new agencies.

The National Assembly Office will also continue to perform tasks previously assigned to the Institute, including serving as the permanent agency for the Scientific Council of the National Assembly Standing Committee and organizing national scientific events, such as activities marking the 80th anniversary of the National Assembly.

Efforts will be made to ensure that the process of terminating the Institute’s activities does not disrupt ongoing work.

The restructuring must align with the principles of efficiency and compliance with legal regulations, ensuring that personnel arrangements are streamlined yet effective.

In a parallel announcement, Vu Minh Tuan, Deputy Chief of the National Assembly Office, introduced Resolution No. 64/2025, which disbands Vietnam National Assembly Television.

As of January 15, its functions will be integrated into Vietnam Television (VTV).

The National Assembly Office will retain responsibility for the National Assembly’s electronic portal, which it established prior to the creation of the National Assembly Television channel.

The National Assembly Office and VTV will collaborate to evaluate, negotiate, and finalize the transfer of functions, assets, and personnel from National Assembly Television to VTV.

Remaining personnel from National Assembly Television who are not transitioning to VTV will have their employment status and benefits resolved in accordance with the law.

Both resolutions take effect immediately, as of January 7, 2025.

Leadership’s vision for streamlined governance

Speaking at the announcement ceremony, Vice Chairperson of the National Assembly Nguyen Thi Thanh emphasized that restructuring aligns with the Central Government’s policy to ensure “streamlined, strong, efficient, and effective” operations.

The National Assembly leadership has committed to being a model in implementing these reforms.

Thanh expressed gratitude for the contributions of the leaders, officials, and staff of both the Legislative Research Institute and National Assembly Television over the years.

She noted that change is necessary for progress and urged that the reorganization of personnel and resources be conducted in strict accordance with regulations to maintain effectiveness and efficiency.

The Vice Chairperson encouraged all involved parties to continue their dedication to advancing the nation's development in this new era.
