The handling of pending projects and development plans with a heavy hand is a priority of the government, ministries, branches and localities.
Resolution 18-NQ/TW released June 16, 2022 on increasing the efficiency of land management and use pointed out that land has not been used effectively to become an important resource for socio-economic development. It is common for agricultural land and project land to be abandoned.
The resolution says that higher tax rates must be imposed on people using large land areas, having many houses, or speculating in land, and on those who are slow in using land and leaving land unused.
There also must be regulations on sanctions if individuals and institutions don’t use land, or are slow in using the land allocated and leased by the state, and if land is used for wrong purposes.
In July 2022, in Dispatch No4358 on settling ‘pending projects’ and ‘pending planning’, Deputy Prime Minister Le Van Thanh asked people’s committees of cities/provinces to check planning to adjust or cancel plans which were overdue and not feasible.
Thanh also urged investors to implement their projects and take back land from the projects that are slow in implementation.
Taking back land from unimplemented projects, or those slow in implementation, is seen as the best solution to avoid the waste of land resources.
Localities have recently decided to take back land from a number of pending projects.
Hanoi has released a list of 27 projects to be revoked, including many large-scale housing and urban area projects. The land for project implementation was allocated more than 10 years ago.
They include garden villa projects registered by An Lac JSC; Truong Giang Construction and Nhu Thanh International Trade in Thach That district; Prime Group new urban area, and Dai Thinh ecological urban area registered by Prime Group JSC in Me Linh district.
The others include Vinalines new urban area developed by Vinalines Vinh Phuc, BMC urban area in Dai Thinh commune and Viet A new urban area projects.
Nam Dan Plaza in My Dinh 1 of Nam Tu Liem district, and the multi-storey apartment block at No162 Nguyen Van Cu in Long Bien district developed by Thang Long Industry Cooperative is also on the list.
Dong Nai is also a locality which is revoking pending projects. Thong Nhat district People’s Committee in July announced the cancellation of 132 projects with the total area of 341 hectares after checking the construction pace of the projects in the locality.
Also in July, Nhon Trach district released a list of 16 projects in Long Tan commune that local authorities will take back.
