Participants analysed assessment and forecast of regional and international situation, focusing on the risks and threats to national defence. They affirmed that it is an urgent need to build maritime militia flotillas to protect national sovereignty over the sea, islands and border.
The building of maritime militia flotillas should be based on the Party’s viewpoints and guidelines on defence, military, participants said, noting that such flotillas must have suitable organisation and personnel for combining defence tasks with marine economic development, while helping prevent and curb the risk of armed conflicts at sea.
They proposed solutions to enhance the capacity in building the maritime militia force.
Regarding the national border protection strategy, participants agreed that the strategy is very important to the cause of national building and defence.
They noted that the draft strategy has defined the goals, viewpoints, principles, guidelines on the work, along with the methods and policies to successfully implement the strategy.
The conference agreed that building, management and protection of national border and border areas are a key and regular task for the entire Party, people and armed forces as well as the political system, with the people’s armed forces as the core and the border guard as the specialised force in carrying out the task.
The conference also gave opinions on a project and a resolution on renewing the financial management mechanism of the army in accordance with the 2015 Law on State Budget in the 2018-2025 period and following years.
