Prime Minister Nguyen Xuan Phuc has approved the master plan for implementing the National One-Door Mechanism and the ASEAN One-Door Mechanism in the 2016-2020 period.

The goal is to complete the implementation of all administrative procedures at all ministries and industries involved in managing exports, imports and transit and people and transport arrivals, departures, and transit via the National One-Door Mechanism by 2020.

Time for clearance and goods release will be the same as in the four leading countries in ASEAN. All administrative procedures will be completed via the National One-Door Mechanism, with fees and charges collected online.

Online public administrative services at Level 4 allow users to pay charges (if any) online, with users will receive results online or via post.

Legal foundation

One of the solutions for implementing the master plan is to complete legal foundations and reform administrative procedures, which will fully build a legal framework of the use and exchange of electronic documents for administrative procedures locally and overseas.

There must be review and adjustments and supplements of legal regulations when neccesary towards reducing unnecessary administrative procedures, simplifying the process of conducting administrative procedures, simplifying documents and records through the use of electronic documents, and reusing electronic information and documents and administrative decisions stored on the National Single Window Portal to implement administrative procedures via the National One-Door Mechanism instead of requiring enterprises and organizations to present such information, documents and administrative decisions.  

There needs to be a full legal foundation for providing public services at Level 4 via the National One-Door Mechanism, building a national database of samples and electronic documents applicable to all administrative procedures via the National One-Door Mechanism, and a legal foundation created for third parties providing services and facilities to enterprises and State agencies in implementing administrative procedures via the National One-Door Mechanism and the ASEAN One-Door Mechanism.

ICT systems

The next solution is to build and implement ICT systems. The ICT system for implementing the National One-Door Mechanism will be developed towards the National Single Window Portal to meet implementation under government commitments and ensure the efficiency of investment and resources as well as enhance the possibility of security and information safety.

The National Single Window Portal should be completed in terms of technology to implement the ASEAN One-Door Mechanism on schedule and to ensure the exchange of commercial documents between countries, economic communities, and enterprises in order to facilitate trade and enhance Vietnam’s competitive capacity.

There also needs to be a push towards hiring third parties providing facilities for enterprises and State agencies to implement administrative procedures via the National One-Door Mechanism and the ASEAN One-Door Mechanism. They must comply with technical standards to ensure the provision of national public services in accordance with Decree No. 36a dated October 14, 2015 on e-government.
