In response to petitions from voters in Ninh Binh Province regarding the early release of information and boundary markers for site clearance, the Ministry said that preparatory work is being carried out in parallel to accelerate progress on this national key project.

According to the Ministry, the North–South high-speed railway project was approved in principle by the National Assembly in November 2024. Based on that decision, the Government issued a resolution to organize its implementation.

In recent months, the Ministry of Construction has instructed the Railway Project Management Unit to coordinate closely with local authorities and the Vietnam Electricity Group (EVN) in compensation, resettlement, and relocation of technical infrastructure.

To date, 12 out of 15 provinces along the route have begun construction of resettlement areas for displaced residents. EVN has directed all 15 local power companies and four regional transmission units to review and assess intersections with the railway line and draft initial plans to relocate affected electrical works.

Meanwhile, the Railway Project Management Unit is in the process of selecting consultants for major bidding packages, including project management, unexploded ordnance clearance, environmental impact assessment, and other preparatory tasks.

The Ministry also noted that during its 10th session, the National Assembly approved special mechanisms and policies for the North–South high-speed railway. These mechanisms allow local governments to separate compensation, support, and resettlement components into independent projects funded by both central and local budgets.

Under this policy, provincial authorities are empowered to prepare, approve, and execute land clearance projects within their jurisdictions without needing to conduct separate investment approval procedures. The Government will soon issue detailed guidance on implementing these special mechanisms, and the Ministry of Construction is expected to submit its recommendations by January 2026.

Currently, the Railway Project Management Unit is selecting consultants to prepare the feasibility study report. Based on the study’s results and the competent authorities’ decisions on route alignment, station, and depot locations, the project owner will compile land boundary files, set out boundary markers, and hand them over to localities in accordance with regulations.
