The National Digital Transformation Department under the Ministry of Science and Technology has released the 2024 evaluation results for e-portals of government agencies and provincial authorities.

The Ministry of Finance leads among ministries, while Thai Nguyen Province ranks first among local governments in terms of website traffic.

Evaluation criteria and methodology

The evaluation was conducted independently by the National Digital Transformation Department to assess the technical standards and performance of e-portals, following the Circular 22/2023 issued on December 31, 2023, by the Ministry of Information and Communications (MIC).

The results aim to help government bodies identify weaknesses, update infrastructure, and improve information dissemination via e-portals. Detailed evaluation reports are publicly available on the National Digital Transformation Portal at ctt2024.dx.gov.vn.

Integration with the EMC system

The assessment revealed that most government and local e-portals have complied with regulations to integrate the Electronic Monitoring and Control (EMC) system.

However, Vietnam Television (VTV) has not yet fulfilled the requirement to connect to the EMC system, making it the only agency falling short of compliance.

The evaluation also identified common shortcomings among many e-portals, including:

Lack of labels indicating EMC integration.
Missing links on the homepage to sub-portals and relevant government websites.
Inconsistent compliance with Circular 22 standards.

The National Digital Transformation Department emphasized that ministries and local governments must address these deficiencies to enhance the quality and reliability of public information services.

Top-performing e-portals by traffic

According to EMC system data, the Ministry of Finance tops the list of ministries and government agencies in terms of website visits, followed by:

At the opposite end, the five lowest-ranking e-portals are:

The low ranking of Vietnam News Agency and VTV is partly due to the lack of integration with .vn domains and non-compliance with EMC connectivity requirements.

The ten highest-ranking provincial e-portals by traffic are:

Meanwhile, the ten lowest-ranking provincial e-portals are:

Gia Lai

To boost performance and increase traffic, low-ranking e-portals need to:

Enhance content quality with more engaging and informative posts.
Improve interactivity by creating better connections between the portal and users.
Strengthen technical infrastructure and human resource capacity to maintain smooth operation.
Increase public awareness about the portal’s features and usability.

The National Digital Transformation Department emphasized that high-performing e-portals, especially those focusing on finance, social security, investment, and government directives, have successfully drawn public interest by providing timely and accurate information.

Van Anh
