The Ministry of Education and Training has proposed to exempt tuition fees at public schools for both primary and secondary pupils.

Minister of Education and Training Phung Xuan Nha has submitted the draft of the revised Education Law which proposes free education and higher teacher salaries, particularly for poorly-paid nursery teachers.
It also suggested that primary school teachers must have a full degree instead of a vocational training qualification.
The age and number of grades for each level are still the same. However, mandatory education will be divided into two phases: basic education for the primary and secondary pupils, and career orientation for high school pupils.
After finishing basic education, pupils can choose to follow academic studies or vocational education. High school pupils can still switch to vocational schools halfway if they meet the course requirements.
