VAST deputy chair Tran Tuan Anh said the academy publicized 2,211 scientific research works in 2023, including 1,738 works published in international journals and 76 patents and utility solutions.

Of these, 1,379 works were published in high-quality international journals, which accounted for 79 percent of total publications. 

The number of publicized works and their quality have increased in recent years despite the decrease in number of researchers as a result of personnel streamlining. 

Regarding applied research and technology deployment, VAST received 76 patents and utility solutions, including three international patents.

The most outstanding research results of the academy in the year were the large language model (LLM) application in software for uncommon language translation; fireproof paint technology; heat-reflective paint technology; application of biotechnology to successfully breed high-value nemo fish; and breeding of F1 hybrid calves.

Asked how to commercialize research works, Phan Tien Dung, head of the Committee for Technology Application and Deployment Department, said the existing framework remains unsynchronized which set barriers to bringing scientific research work into life.

Dung mentioned Decree 70/2018 on managing and using assets formed during the deployment of science and technology tasks as an example. The decree was promulgated to lay down a legal framework for dealing with assets created from research works funded by the state budget.

Under the decree, technology valuation must be done before commercialization. However, this is not simple since Vietnam has little experience in technological asset valuation.

Meanwhile, rules on profit sharing after successful commercialization are complicated with three different regulations. 

Under the Law on Managing and Using Public Assets, research grants funded by the state must be reimbursed to the state based on the contribution proportion. 

Meanwhile, the Law on Science and Technology stipulates that scientists can receive benefits of 30 percent at minimum. And the amended Law on Intellectual Property says the minimum proportion is 20 percent.

VAST and scientists have proposed that the government amend current regulations to ensure the consistency of laws and encourage scientists to carry out research and commercialize their research results.

Phan Hong Hai from the Industrial University of HCM City, in his study on research results used in commercialization published in Tap chi Cong Thuong in October 2023, pointed out that unreasonable regulations in some legal documents are a barrier hindering the commercialization of scientific research works conducted by university lecturers.
