VietNamNet Bridge – Twenty-four provinces and cities elected the chair of the People's Council and People’s Committee for the 2011 - 2016 term. Up to 22 new chairs were born in the 60s. The chairman of Lao Cai province is the youngest: 43. Below is brief information about the 24 new chairs.

1. Hanoi: Deputy Party Secretary, People's Committee Chairman, Major General Nguyen Duc Chung

Mr. Nguyen Duc Chung

Mr. Nguyen Duc Chung was born in 1967, a native of Hai Duong province. He holds a doctor degree of law, a bachelor degree of the People’s Police Academy of Vietnam with major in criminal investigation, a bachelor degree of the Hanoi University of Commerce with major in Business Administration, and the certificate of senior investigator.

In September 2012, Colonel Chung was officially appointed as Director of the Hanoi Police Agency.

In July 2013, Mr. Chung was promoted to Major General.

At the Hanoi Party Congress held in early November 2015, Hanoi police chief Nguyen Duc Chung was elected as the Vice Party Secretary.

On December 4, he was elected as the Chair of the Hanoi People’s Committee.

2. HCM City: Deputy Party Secretary, People's Committee Chairman Nguyen Thanh Phong

Phong, 53, is the only doctoral degree holder among the four Deputy Party Secretaries of HCM City. Phong, native of Ben Tre province, was elected as the first President of the Vietnam Student Union in Ho Chi Minh City in 1995. He then became the Deputy Secretary of the HCM City Youth Union.

In 1999, he was appointed Secretary of the HCM City Youth Union. Three years later, he was appointed Secretary of the National Youth Union.

In 2007, he was assigned as a member of the HCM City Party Committee, Party Secretary of District 2.

In 2009, he participated in the Executive Committee, the Provincial Party Standing Committee of Ben Tre province, and became the Deputy Secretary of the Provincial Party Committee.

Since October 2010, he served as Secretary of the Party Committee of Ben Tre Province.

Phong recently joined the HCM City Party Executive Committee and served as Deputy Secretary of HCM City Party Committee.

3. Thai Nguyen Province: Deputy Party Secretary, Chairman of the People’s Committee Vu Hong Bac

Vu Hong Bac, 54, a native of Quynh Phu District, Thai Binh Province is an agricultural engineer, holding a master’s degree of political science.

4. Hai Duong Province: Deputy Party Secretary and the People’s Committee Chairman Nguyen Duong Thai.

Mr. Thai, 53, was previously the vice permanent chair of Hai Duong People’s Committee.

5. Binh Duong Province: Deputy Party Secretary and the People’s Committee Chairman Tran Thanh Liem

Tran Thanh Liem, 53, a native of Binh Duong Province, has a Bachelor of Law and Bachelor of Politics. Mr. Liem is the former Party Secretary of Thuan An District, Deputy Chair of the Binh Duong People's Committee.

6. Hung Yen Province: Deputy Party Secretary and the People’s Committee Chairman Nguyen Van Phong

Mr. Nguyen Van Phong, 55, graduated from the Hanoi University of Agriculture. He previously held various positions: Director of the Department Natural Resources and Environment of Hung Yen, Chief of the Internal Affairs Department of the Hung Yen Party Committee, Head of the Organizing Committee, Deputy Party Secretary of Hung Yen.

7. Bac Lieu Province: Deputy Party Secretary and the People’s Committee Chairman Duong Thanh Trung

Mr. Duong Thanh Trung, 54, a native of Phuoc Long district, Bac Lieu province, holds a master degree of law. Before being elected as Chairman of Bac Lieu province, Trung held the following positions: Head of the Organizing Committee of the Bac Lieu Provincial Party Committee and Party Secretary of Bac Lieu.

8. Dak Nong Province: Chairman of the People’s Committee Nguyen Bon

Nguyen Bon, 53 years old, was born Dien Ban District, Quang Nam Province. He holds a Bachelor degree of Economics and Bachelor degree of political theory. Before being elected as Dak Kong’s Chairman, Nguyen Bon was the Deputy Party Secretary and Vice Chairman of Dak Nong province.

9. Ha Giang Province: Deputy Party Secretary and the People’s Committee Chairman Nguyen Van Son

Mr. Nguyen Van Son, 51, a native of Hoai Duc district, Hanoi holds a bachelor degree of economics, doctor degree of economics and bachelor degree of political theory. He previously held the positions as Director of the Finance Department of Ha Giang, Party Secretary of Bac Quang District and Vice Chair of Ha Giang province.

10. Lao Cai Province: Deputy Party Secretary and the People’s Committee Chairman Dang Xuan Phong

Dang Xuan Phong, 43, a native of Lap Thach district, Vinh Phuc province holds a bachelor degree of political theory and a doctor degree of economics.

He held various positions in Lao Cai province: Deputy director of the Department of Planning and Investment, Deputy Chairman of Lao Cai City, Director of the Planning and Investment, Party Secretary of Bac Ha District and Deputy Chairman of Lao Cai province.

11. Phu Yen Province: Deputy Party Secretary and the People’s Committee Chairman Hoang Van Tra

Mr. Hoang Van Tra, 51, a native of Nghe An province, holds the master degree of economics, bachelor degree of laws. He used to be a member of the Party Central Inspection Committee.

12. Tien Giang Province: Deputy Party Secretary and the People’s Committee Chairman Le Van Huong

Mr. Le Van Huong, 53, a native of Long Binh Dien Commune, Cho Gao District, Tien Giang Province, holds a Master degree of Economics. He was previously Vice Chairman of Tien Giang and Party Secretary of Go Cong Dong District.

13. Binh Thuan Province: Deputy Party Secretary and the People’s Committee Chairman Nguyen Ngoc Hai

Mr. Nguyen Ngoc Hai, 53, was born in Ham Thuan Bac district of Binh Thuan Province. He is an irrigation engineer and has a bachelor’s in political science.

He held positions as: Director of the Binh Thuan Department of Agriculture and Rural Development, Party Secretary of La Gi town, and a National Assembly delegate of the 12th term.

14. Hau Giang Province: Deputy Party Secretary and the People’s Committee Chairman, Colonel Lu Van Hung

Mr. Lu Van Hung, 52, a native of Nga Bay town, Hau Giang province has a bachelor’s degree in the military.

15. Can Tho City: Deputy Party Secretary and the People’s Committee Chairman Vo Thanh Thong

Vo Thanh Thong, 52, was born in Nga Nam district, Soc Trang province is a Doctor of Economics. Thong previously served as the Director of the Finance Department, Vice Chairman of Can Tho City in the 2004-2011 term, and Party Secretary of Ninh Kieu District.

16. Kien Giang Province: Deputy Party Secretary and the People’s Committee Chairman Pham Vu Hong

Mr. Pham Vu Hong, 54, is a native of Thanh Dong B commune, Tan Hiep district of Kien Giang province. He is an irrigation engineer, with a high-level political theory certificate. Previously, Hong served as Director of the Department of Construction of Kien Giang, Chairman of Phu Quoc Island District, and Vice Chairman of Kien Giang province.

17: Tay Ninh: Deputy Party Secretary and the People’s Committee Chairman Pham Van Tan

Mr. Pham Van Tan, 55, was born in Phuoc Thanh commune, Go Dau district, Tay Ninh province. He is a mechanical engineer and a bachelor of politics.

Mr. Tan held various positions: Vice Chairman of the provincial People's Council, Deputy Chairman of the People’s Committee, Party Secretary of Chau Thanh District, and Party Secretary of Tay Ninh City.

18. Phu Tho Province: Deputy Party Secretary and the People’s Committee Chairman Bui Minh Chau, 54 years old.

19. Khanh Hoa Province: The People’s Committee Chairman Le Duc Vinh

Le Duc Vinh, 50, was born in Dien An Commune, Dien Khanh District, Khanh Hoa Province. He holds a doctoral degree in engineering construction. Previously he was the Deputy Party Secretary and Vice Chair of Khanh Hoa.

20. Nam Dinh: Deputy Party Secretary and the People’s Committee Chairman Pham Dinh Nghi

Mr. Pham Dinh Nghi, 50, was born in Nam Truc district, Nam Dinh province. He holds a master’s degree in economics.

He previously held the positions as: Director of Nam Dinh Department of Finance, Chairman of Nam Dinh City, and Nam Dinh Party Secretary.

21. Vinh Phuc Province: the People’s Committee Chairman Nguyen Van Tri

Mr. Nguyen Van Tri, 53, is a native of Vinh Tuong district, Vinh Phuc. He holds a bachelor’s degree of Economics and a master’s degree of politics.

Tri undertook the following positions: Secretary of Vinh Phuc Youth Union, deputy head of the provincial National Assembly delegation, Party Secretary of Tam Dao District, Director of the Department of Science and Technology, Deputy Party Secretary and Vice Chairman of the People’s Council of Vinh Phuc Province.

22. Quang Ngai Province: Chairman Tran Ngoc Cang

Mr. Tran Ngoc Cang, 55 years old, was born in Mo Duc District, Quang Ngai province. He has a bachelor’s in economics and political science.

He previously served as the head of the public relations department of the provincial Party Committee, Chair of the People's Council and Deputy Party Secretary of Quang Ngai Province.

23. Gia Lai Province: Chairman Vo Ngoc Thanh

Vo Ngoc Thanh, 52, a native of Binh Dinh province previously served as the Director of the Department of of Finance of Gia Lai province, Chairman of Pleiku City, Party Secretary of Pleiku City, and Vice Chairman of Gia Lai.

24. Thai Binh Province: Chairman Nguyen Hong Dien

Mr. Nguyen Hong Dien, 50 years old, was born in Thai Binh Province. He studied in the former USSR majoring in history and education and holds a bachelor ‘s degree in Finance – Accounting and a doctoral degree in Public Administration Management.

He previously served as Deputy Permanent Party Secretary of Thai Binh province.
