Top lawmakers passed a draft resolution on Saturday detailing and instructing the organisation of a voter consultative conference, which will be the introduction of candidates for People's Council at communal levels and candidates for the National Assembly.

On the last working day of the 13th National Assembly Standing Committee's 44th session, NA Chairman Nguyen Sinh Hung stressed that deputies should carefully consider candidates to find the best 500 qualified from 896 candidates who are introduced or self-introduce.

"The candidates must be qualified so that voters can feel secure when making the vote," Hung said.

Agreeing with Hung, NA Deputy Chairwoman Tong Thi Phong proposed regulations on specific dates for first and second consultations to avoid arbitrariness and ensure clear principles and transparency.

Meanwhile, NA Deputy Chairman Uong Chu Luu asked for detailed regulations on the conference with voters, the person who chairs the conference and independent candidates.

Regarding the number of voters and guests who will attend meetings for comments on candidates, the resolution regulates that a meeting with less than 100 voters can be organised as the conference plenary, but must ensure that over 50 per cent of total voters participate.

Meetings with between 100 and 200 voters can invite representatives of the voters, but must ensure that over 50 per cent of voters participate.

Meetings with more than 200 voters, depending on the actual situation of the agencies, organisations and units, can be divided into multiple conferences. Results from the conferences will be collected later.

The National Assembly Standing Committee asked the Central Committee of the Viet Nam Fatherland Front, the Standing Committee of the National Assembly Law to co-ordinate with relevant agencies to acquire and complete the draft resolution so that it will be ready to present to the NA Chairman to sign on time to serve at the election of the National Assembly and People's Councils from 2016 to 2021.

In his speech to conclude the session, NA Chairman Hung asked NA agencies to continue to complete the work necessary.

All relevant sections were asked to pay special attention and prepare well for the upcoming election of deputies to the National Assembly.
