The Law on National Defence provides for national defense policies and principles, basic defense activities, tasks and powers of agencies and organisations, rights and obligations of citizens on national defense.

Meanwhile, the Law on Vietnam Coast Guard aims to institutionalise the Party’s policies, guidelines and regulations relating to the Constitution 2013 on enhancing the country’s defence-security strength and creating a legal foundation for the operation of the Vietnamese coast guard force.

In the afternoon, legislators will cast their votes to approve a draft programme on law and ordinance building for 2019 and adjustments to the law and ordinance building programme for 2018.

They are set to discuss the draft Law on Cultivation which looks to create large-scale production with high quality, ensure sustainable development and food security, improve incomes for farmers and support them to adapt to climate change and integrate into international economy.

Overview of the National Assembly's fifth session 


Legislators of the 14th National Assembly debated a draft revised Law on People’s Public Security Forces during their ongoing fifth session in Hanoi on June 7.

Under the chair of NA Chairwoman Nguyen Thi Kim Ngan, the deputies listened to a report on the bill presented by Minister of Public Security To Lam, and a verification report on the bill presented by Chairman of the NA’s Committee and Defence and Security Vo Trong Viet.

The deputies discussed in groups the draft revised Law on People’s Public Security Forces, along with a draft Law on Animal Husbandry in the afternoon sitting.

After listening to a report presented by NA General Secretary and Chairman of the NA Office Nguyen Hanh Phuc on the planned NA supervision programme for 2019, the legislators gave ideas on the plan.

Most of the opinions agreed with the proposal, while raising ideas on issues related to the criteria of choosing supervision topics, the number of topics, while suggesting a number of matters for supervision.

As schedule, the NA will have a plenary session on June 8. In the morning, the legislators are expected to vote on the Law on National Defence (revised), and discuss the Vietnam Coast Guard Law.

In the afternoon, they will vote on a resolution on the programme of law and ordinance building in 2019, and the adjustment of the programme for 2018. They will also give ideas on a draft Law on Cultivation.
