On the morning of November 27, the National Assembly approved a resolution to invest over VND 122.25 trillion in the National Target Program for Cultural Development during 2025–2030.

The total funding for the program is distributed as follows: Central Government Budget: VND 77 trillion (63%), including VND 50 trillion for development investments and VND 27 trillion for operating expenses; Local Government Budget: VND 30.25 trillion (24.6%); Other Sources: VND 15 trillion (12.4%), including contributions from businesses, organizations, individuals, and voluntary donations.

The government is tasked with prioritizing central budget allocations for sustainable, focused investments in urgent cultural development areas. Additional funding from the central budget may also be allocated as needed to enhance the program’s effectiveness.

The resolution emphasizes cultural preservation, comprehensive human development, and the construction of an advanced Vietnamese culture rich in national identity. Key initiatives will include:

Safeguarding cultural heritage and fostering cultural growth.
Guiding and shaping cultural trends to inspire broader societal participation.
Establishing a foundation for a cohesive cultural strategy nationwide.
Investment decisions will be decentralized to empower local authorities to take initiative in implementing the program.

A notable aspect of the program is the development of Vietnamese Cultural Centers abroad. Nguyen Dac Vinh, Chairman of the National Assembly’s Committee for Culture and Education, highlighted the strategic importance of these centers in promoting Vietnam’s cultural diplomacy.

While most lawmakers supported the initiative, some called for additional mechanisms to ensure the feasibility, efficiency, and cost-effectiveness of these centers. The Standing Committee of the National Assembly emphasized the need for prioritization and careful planning in their establishment and operation.

One point of contention is the reliance on "other sources" (12.4% of the total budget), which may be challenging for economically disadvantaged regions. The Standing Committee explained that this figure reflects a national average, with economically stronger areas expected to contribute more. In underprivileged areas, contributions may include in-kind support such as labor or materials.

The proposed funding allocation for 2025 is VND 400 billion, including VND 150 billion from the central government and the rest from local governments. The Standing Committee assured lawmakers that this allocation is within budgetary capacity.

The program aligns with Vietnam’s broader cultural and foreign policy objectives, aiming to elevate cultural standards domestically and internationally. By addressing key priorities and empowering local governments, Vietnam seeks to preserve its cultural heritage while fostering sustainable development in a rapidly evolving global landscape.
