On the afternoon of April 7, National Assembly Chairman Tran Thanh Man presided over a ceremony to announce and present resolutions issued by the National Assembly and its Standing Committee on personnel appointments.
He presented resolutions confirming the election of Vice Chairpersons of the 16th National Assembly to Nguyen Khac Dinh, Nguyen Thi Thanh, Nguyen Hong Dien, Nguyen Doan Anh, and Nguyen Thi Hong.
The Chairman also handed over resolutions appointing members of the National Assembly Standing Committee, as well as leaders of key bodies including the Ethnic Council, various committees of the National Assembly, and the Secretary General of the National Assembly - who concurrently serves as Head of the National Assembly Office.
These included appointments such as Lam Van Man as Chairman of the Ethnic Council; Phan Chi Hieu as Chairman of the Committee on Law and Justice; Le Tan Toi as Chairman of the Committee on National Defense, Security and External Relations; Le Thi Nga as Chairwoman of the Committee on Petitions and Oversight; Nguyen Dac Vinh as Chairman of the Committee on Culture and Society; Nguyen Thanh Hai as Chairwoman of the Committee on Science, Technology and Environment; Phan Van Mai as Chairman of the Committee on Economic and Financial Affairs; Nguyen Huu Dong as Chairman of the Committee on Deputies’ Affairs; and Le Quang Manh as Secretary General of the National Assembly and Head of its Office.

Additional appointments included Hoang Duy Chinh as Standing Vice Chairman of the Ethnic Council and Vu Hai Ha as Standing Vice Chairman of the Committee on National Defense, Security and External Relations.
Vice Chairpersons of the National Assembly also presented resolutions of the Standing Committee approving vice chairpersons of the Ethnic Council, vice chairpersons of the National Assembly’s committees, and appointing deputy heads of the National Assembly Office who also serve as assistants to the Chairman and the Standing Vice Chairman.
New factors, renewed momentum
In his remarks, Tran Thanh Man emphasized the spirit of “more people, more strength; new factors, new momentum; new thinking, new approaches, new quality and effectiveness.”
He noted that the National Assembly had already made progress in reforming legislative thinking and stressed that the 16th term must accelerate these efforts. This includes enhancing targeted and effective oversight, and making timely decisions on critical national issues as the country enters a new phase of development.
He called on Vice Chairpersons, members of the Standing Committee, and all officials within the National Assembly to strengthen unity and coordination to ensure practical outcomes in legislative activities.
Discipline and adherence to Party, State, and National Assembly regulations must be upheld as a top priority, he added.
On coordination, he stressed the importance of maintaining Party leadership while ensuring close and effective collaboration with the Government, ministries, sectors, and local authorities.
He also urged stronger digital transformation, including the application of technology and artificial intelligence to improve efficiency, moving beyond traditional methods of fieldwork.
Leaders, while assigned to specific areas, must maintain an overall grasp of operations to ensure smooth governance.
He further emphasized improving the quality of building a digital National Assembly, accelerating digitalization, and applying artificial intelligence in legislative, oversight, and decision-making processes.
Attention must also be paid to strengthening political, ideological, organizational, and supervisory work within National Assembly bodies, ensuring that each Party member clearly understands their responsibility to the nation and its people.
Proactive oversight from an early stage

Later the same day, Tran Thanh Man presented the National Assembly’s resolution appointing the State Auditor General.
On behalf of the Standing Committee, he congratulated Nguyen Huu Nghia on being elected with high confidence to the position.
He described Nguyen Huu Nghia as a well-trained official with a doctorate in finance and banking, who has accumulated extensive experience through various roles in central Party and government agencies, as well as at the local level.
The Chairman expressed confidence that the new State Auditor General would continue to leverage his expertise and experience, working with the leadership of the State Audit Office to uphold its more than three decades of tradition while pursuing innovation and improving operational quality.
The State Audit Office, he said, must remain a sharp and effective tool for the Party, the State, and the National Assembly in overseeing the management and use of public finances and assets.
Looking ahead, he noted that the auditing sector faces significant responsibilities and must coordinate closely with Party inspection bodies and Government inspection agencies to strengthen mechanisms for controlling power and ensuring effectiveness.
He called for improving the overall quality of human resources, building a team of auditors with strong political integrity, ethical standards, and professional competence to meet the demands of digital transformation and deep international integration.
Auditing, he stressed, should not only focus on detecting violations after they occur, but also play a proactive role in preventing corruption and misconduct from the outset.
