The Standing Committee of the National Assembly on May 11 discussed initial preparations for the upcoming session.
Secretary General and Chairman of the National Assembly Office Le Quang Manh said the second session is expected to be held in two phases due to the large volume of legislative work.
The arrangement is intended to allow agencies more time to absorb feedback from lawmakers, explain outstanding issues and refine draft laws and resolutions to ensure the highest quality.

Under the proposed plan, the first phase beginning on Oct. 20 will focus mainly on discussions of draft laws and resolutions.
The second phase will concentrate on question-and-answer sessions, discussions of reports and voting procedures for laws and resolutions.
The break between the two phases is expected to last around 10 days, including the Vietnam Culture Day holiday on Nov. 24.
According to Le Quang Manh, the National Assembly is expected to review and decide on 36 draft laws and resolutions related to legislative work, excluding additional proposals the government may still submit for inclusion in the 2026 legislative program.
Lawmakers will also consider six groups of issues related to socio-economic affairs, finance, the state budget, oversight and other major matters.
The National Assembly is expected to spend two and a half days conducting questioning and answering sessions.
To ensure thorough preparations, Le Quang Manh urged the government, National Assembly agencies and relevant bodies to proactively review all matters expected to be submitted and assess the preparation progress for each item.
Based on that review, agencies should make specific recommendations on whether to add or remove agenda items to ensure the session’s agenda is accurate and comprehensive.

Speaking during the discussion, National Assembly Chairman Tran Thanh Man noted that the volume of content expected to be presented at the second session is extremely large, with nearly 40 draft laws and legal resolutions under consideration.
He stressed that the Land Law must undergo a comprehensive revision in accordance with directives from the Politburo.
The chairman also highlighted the importance and urgency of revising the Law on Promulgation of Legal Normative Documents and amending several provisions of the Law on Prevention and Control of Tobacco Harms.
Regarding amendments to the Land Law, Chairman of the Economic and Financial Committee Phan Van Mai said the Ministry of Agriculture and Environment is currently reporting to the government for guidance, while the committee is coordinating with the ministry to prepare the draft for submission to the National Assembly this year.

Meanwhile, Minister and Chairman of the Government Office Dang Xuan Phong said the Ministry of Agriculture and Environment has officially registered the Land Law revision proposal with the government, which has subsequently submitted it to the National Assembly for inclusion in the second session agenda.
The government has also submitted a proposal to revise and supplement the Law on Promulgation of Legal Normative Documents.
As for the draft amendments to the Law on Prevention and Control of Tobacco Harms, the Ministry of Health is urgently finalizing procedures and is expected to request adjustments to the 2026 legislative program later this week.
In addition, Dang Xuan Phong said the government plans to propose the inclusion of five more laws in the legislative agenda.
These include amendments to the Law on Vietnamese Guest Workers Abroad, the Law on Occupational Safety and Hygiene, a draft Law on Data Security, a draft Law on Digital Identification and Authentication, and amendments affecting four sectors under the Ministry of Home Affairs.
