The National Assembly passed the Resolution with 476/486 delegates voting in favor (accounting for 95.97% of the total number of National Assembly deputies).

The request came after the 13th Party Central Committee, at an extraordinary meeting on December 30, voted for the release of Deputy PM Pham Binh Minh, a 64-year-old native of Nam Dinh Province, from the Politburo and the Party Central Committee, and of Deputy PM Vu Duc Dam, a 59-year-old native of Hai Duong Province, from the Party Central Committee.

In the 2021-2026 term, the Government has four deputy prime ministers, namely Pham Binh Minh, Le Minh Khai, Vu Duc Dam and Le Van Thanh.

Following the removal of the two deputy prime ministers, the National Assembly will consider approving their replacements.

Mr. Pham Binh Minh is a member of the Party Central Committee of the X, XI, XII, XIII terms; member of the 12th and 13th Politburo; a deputy of the XIII, XIV, XV National Assembly. He has more than 40 years of experience in the diplomatic service.

In August 2007, he was appointed as Deputy Foreign Minister and 4 years later as Foreign Minister, at the age of 52. He also had 9 years as Deputy Prime Minister. He served as Foreign Minister and Deputy Prime Minister for 8 years and he was assigned as Standing Deputy Prime Minister in September 2021.

Mr. Vu Duc Dam was a member of the Party Central Committee for the XI, XII, and XIII terms. Earlier, he was an alternate member of the Party Central Committee in the X term.

He had 10 years working at the Government Office.

In March 2003, he became the Vice Chairman of Bac Ninh province. In August 2005, he held the position of Deputy Minister of Post and Telecommunications. Since November 2007, he worked in Quang Ninh, holding many positions such as Deputy Party Secretary, Provincial Chair, and Secretary of the Provincial Party Committee. In August 2011, Mr. Dam was appointed Minister and Chairman of the Government Office.

He was appointed Deputy Prime Minister since November 2013 and held this position for three consecutive terms. Deputy Prime Minister Vu Duc Dam spent more than 1.5 years as Head of the National Steering Committee on Covid-19 Prevention and Control (from early 2020 to August 2021).
