Mr. Khanh was born in 1960 in northern Ha Tinh province. Before being appointed as General Director of PetroVietnam in November 2014 he held positions such as Deputy General Director of the PetroVietnam Exploration Production Corporation (PVEP), Director General of the Mekong Oil and Gas Joint Venture, General Director of the PetroVietnam Oil Processing and Distribution Company (PDC), and Deputy General Director of PetroVietnam.
In July last year, after the Prime Minister decided to dismiss, investigate, and arrest the Chairman of PetroVietnam, Mr. Nguyen Xuan Son, Mr. Khanh was appointed acting Chairman.

Other indicators such as consolidated revenue, total profit after tax, total assets, profit margin after tax, and total assets reached or exceeded plans.
