On behalf of the Politburo and the Secretariat, Standing member of the Secretariat Tran Cam Tu has signed Conclusion No. 192 regarding the implementation of legal regulations on decentralization, delegation of authority, and defining jurisdiction within the operation of the two-tier local government system.

At Friday session, the Politburo and the Secretariat reviewed a report by the Party Committee of the Government, which assessed the enforcement of laws related to decentralization, delegation, and delineation of authority in the functioning of local governments at the provincial and grassroots levels.
The Politburo and the Secretariat largely concurred with the report and commended the Party Committee of the Government, the Party Committee of the National Assembly, the Party Committee of the Ministry of Home Affairs, the Party Committee of the Ministry of Justice, along with other ministries and governmental bodies, for their active, proactive, and responsible efforts in this area.
They also recognized and praised provincial and municipal Party Committees, as well as grassroots Party Committees in wards, communes, and special administrative zones, for their initiative, creativity, flexibility, and determination in implementing decentralized tasks. These efforts have contributed to gradually improving the performance, efficiency, and effectiveness of the two-tier local government system.
The Politburo and the Secretariat assigned the Party Committee of the National Assembly to oversee the drafting and issuance of legal documents to ensure a uniform and synchronized legal framework for decentralization and delegation of authority, in accordance with the Law on Government Organization and the Law on Local Government Organization, as well as other issues related to legal procedures.
The National Assembly was also urged to use its supervisory functions to identify local-level inadequacies and propose amendments to ensure regulations align with practical realities.
The Politburo and the Secretariat also tasked the Party Committee of the Government with instructing ministries and equivalent bodies to thoroughly review and assess the feasibility of implementing delegated and decentralized responsibilities in management, and to propose suitable resolution strategies.
They emphasized the need to continue reviewing specialized legal systems to further improve and complete the decentralization and delegation process, in line with the principle: "Localities decide, localities act, localities take responsibility."
The Politburo and the Secretariat stressed the importance of continuing to guide and support localities to effectively carry out delegated tasks, particularly by strengthening their implementation capacities.
The Government Party Committee was directed to assign the Ministries of Home Affairs, Justice, Finance, Education and Training, Science and Technology, Construction, Agriculture and Environment specific responsibilities to enhance the efficiency of decentralization and delegation.
Ministers, provincial Party secretaries, and chairpersons of provincial and municipal People's Committees are to directly inspect and assess the tasks being implemented at the grassroots level by their respective ministries and localities, to provide timely guidance and direction.
The conclusion stated that provincial and municipal Party Committees must continue evaluating their ability to enforce laws on decentralization, delegation, and jurisdiction, and promptly adjust, guide, revise, or recommend amendments and the issuance of new legal documents in line with the roadmap and requirements of the Law on Government Organization and the Law on Local Government Organization, and tailored to the real-world context.
The Politburo and the Secretariat called for focused leadership and close supervision to ensure effective and comprehensive execution of all delegated tasks. Any existing issues or inadequacies must be addressed promptly, with additional support provided to grassroots levels to ensure the smooth and efficient operation of the two-tier local government system.
