Ngo Chi Cuong, a member of the Party Central Committee and secretary of the provincial Party Committee, was elected chairman of the People’s Council with unanimous support, succeeding Chau Thi My Phuong.

Two vice chairmen of the council for the new term are Pham Van Chuan and Tran Thanh Nguyen.

At the same session, delegates also re-elected Pham Thanh Ngai, chairman of the People’s Committee for the 2021-2026 term, to continue in the role for the 2026-2031 term, receiving 100 percent of the votes.

The vice chairmen of the provincial People’s Committee for the 2026-2031 term include Tran Van Dung, Nguyen Thanh Dieu, Huynh Minh Tuan, and Nguyen Phuoc Thien.

Speaking after his appointment, Ngo Chi Cuong emphasized that in the new term, the standing committee of the People’s Council, its committees, and all delegates would focus on strongly innovating both organization and operations, improving the quality and effectiveness of fulfilling their functions and duties in accordance with the law.

He expressed the council’s expectation of continued leadership and direction from the provincial Party Committee, close coordination among agencies and units, and, in particular, the supervision, support, and trust of voters and the public to successfully carry out assigned responsibilities.

According to Cuong, the new term will be one of unity, convergence, and development. The People’s Council will uphold a spirit of responsibility, innovation, and decisive action, working alongside the political system to achieve the goals and targets set out in the resolution of the provincial Party Congress for the 2025-2030 term, meeting the expectations of the Party organization, voters, and residents.

Ngo Chi Cuong was born in 1967 in Nguyet Hoa ward, Vinh Long province. He holds a bachelor’s degree in political economy and a bachelor’s degree in public administration. He is a member of the Party Central Committee for the 13th and 14th terms and previously served as secretary of the Tra Vinh provincial Party Committee.

Following the merger of Tra Vinh, Vinh Long, and Ben Tre into the new Vinh Long province, he was appointed by the Politburo as provincial Party secretary.

In October 2025, he was assigned by the Politburo to serve as secretary of the Dong Thap provincial Party Committee for the 2025-2030 term.

Pham Thanh Ngai was born in 1971 in Luong The Tran commune, Ca Mau province. He holds a master’s degree in economic law and a bachelor’s degree in law.

He rose through the ranks at the grassroots level, holding various positions in the former Ca Mau province, including vice chairman of Tran Van Thoi district People’s Committee, chief of the provincial Party Committee Office, secretary of Nam Can district Party Committee, and secretary of Ca Mau City Party Committee.

In September 2021, he became standing deputy secretary of the Ca Mau provincial Party Committee. In November 2024, he was elected chairman of the provincial People’s Committee.

In July 2025, following the merger of Ca Mau and Bac Lieu, he was appointed by the Prime Minister as chairman of the newly formed Ca Mau province.

In November 2025, he was assigned by the Secretariat to serve as deputy secretary of the Dong Thap provincial Party Committee.

He was subsequently elected by the provincial People’s Council as chairman of the People’s Committee.
