The Central Inspection Commission has asked Ninh Binh Province to report about 11 huge projects in 2006-2011 period which have seen inflated costs.

The Department of Planning and Investment was asked to work with the Department of Finance, Department of Transport and other related agencies to review the contractors and investments and spending of the projects.

Ninh Binh People's Committee were asked to check their previous inspections and approved plans. 

They were also asked to review and deal with any difficulties at five projects including the dredging and building embankment of Sao Khe River and Highway 10, Truong Yen Bridge and DT477B Street upgrade projects. 

Ninh Binh People's Committee asked the Department of Finance to work with local authorities to supervise and submit reports about auditing works by central agencies since 2011.

According to the Government Inspectorate, as of May 9, 2012, Ninh Binh had 62 construction projects with a total VND59.48trn (USD2.62bn) investment in the 2006-2011 period. 

They carried out inspections of 10 projects and found out that all had seen overspending between hundreds of billions to trillions of VND.

The provincial authorities illegally held restricted tendering on one of the projects. Many violations were also found at seven projects that had contractors appointed. 

Some contractors were given VND600bn (USD26.20m) years ago but the completed work was worth just over VND300bn.

The Government Inspectorate proposed to investigate and clarify the individual responsibility of the local authorities.
