Hanoi Party Secretary Pham Quang Nghi said the result of the vote was only announced within the Executive Committee.

The vote of confidence was held on a trial basis at the 11th meeting of the Hanoi Party Executive, for 20 of the 75 members of the Executive Committee, who are top officials of Hanoi’s state agencies. The vote of confidence took place within the afternoon.

Speaking at the end of the conference, Hanoi Party Secretary Pham Quang Nghi said the result of the vote was only announced within the Executive Committee. Through the proclamation of the results, each official can come up with their own evaluations.

"No official is 100 percent excellent, but no official is considered as too weak. The voting result reflects the reality in general," Nghi said.

As the first locality in the country organized the vote of confidence, the Hanoi Party Secretary said that "this is a difficult and new task". The vote of confidence is the "challenge" that every officer must overcome.

Based on this result, the Hanoi Party Committee will evaluate, learn from experience, and improve the process to carry out in the whole city.

The Hanoi Party Committee is holding the vote of confidence on directors, deputy directors of the seven departments, including the Interior, Planning and Architecture, Planning and Investment, Natural Resources and Environment, Construction, Labor, War Invalids and Social Affairs and the Police Agency.

For the officials of the Hanoi People’s Council, the vote of confidence will be implemented under the Resolution of the National Assembly when it takes effect. As a result, some officials may be evaluated twice or more.

Criteria for evaluation focus on the two most basic criteria: leadership connected with the results of completed tasks and the personal ethics and lifestyle of the officers.
