At a press conference this morning, Do Thuy Phuong, Deputy Head of the Central Committee for Emulation and Commendation, said the congress will review patriotic emulation movements and commendation work during the 2021–2025 period.
The congress will also honor outstanding individuals and collectives nationwide, and define directions to innovate and strengthen the emulation and commendation system in the next five years.
Party and State leaders, together with the delegates, will visit President Ho Chi Minh’s Mausoleum and offer incense at the Monument to Heroic Martyrs.
Within the framework of the congress, there will be a photo exhibition about President Ho Chi Minh’s connection with the patriotic emulation movements, and another exhibition introducing the nation’s economic and social achievements.
The program will also feature exchanges with exemplary individuals, and ceremonies to honor and confer the titles of Hero of Labor, Hero of the People’s Armed Forces, and National Emulation Soldiers.

Do Thuy Phuong, Deputy Head of the Central Committee for Emulation and Commendation, said that the structure of the congress ensures representation across sectors, including workers, farmers, and laborers directly engaged in production, as well as people with meritorious service and delegates from various social groups.
In particular, the economic sector accounts for about 25% of the total number of delegates.
Among the attendees, the oldest delegate is Nguyen Thi Binh, 98, former Vice President of Vietnam.
The five youngest delegates, all aged 11, include Luu Phuc An, a student at An Thoi Secondary School in Can Tho; Mai Duc Ninh, from Nguyen Trai Secondary School in Ha Tinh; Lu Hoai Thuong, from Nguyen Chi Thanh Secondary School in Dong Thap; Ngo Quynh Chi, from Chua Hang 2 Secondary School in Thai Nguyen; and Van Hoang Minh Khue, from Hop Giang Secondary School in Cao Bang.
A number of exemplary figures from the economic field will be honored with the Hero of Labor title.
Others representing patriotic emulation movements across the country will also be commended.

The 11th National Patriotic Emulation Congress, themed “Emulation for innovation, creativity, acceleration, and breakthrough to lead the nation into an era of prosperity, civilization, and strength,” will be held from December 26 to 27.
According to Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism, the event is a major political and social occasion of special national importance, organized periodically to recognize contributions and inspire patriotic movements throughout the country.
The congress will welcome a total of 2,223 delegates, including 198 invited guests and 2,025 official delegates representing 105 delegations nationwide.
Among the official delegates are individuals recognized as Heroes of Labor, representatives of heroic collectives, national emulation soldiers, and many other exemplary figures.
The event demonstrates the strong political will of the Party and State to continue promoting the tradition of patriotic emulation, viewing it as a key instrument to mobilize collective strength across the entire political system, the business community, and all Vietnamese people in the cause of national construction and development.
The congress will also pay tribute to generations who have contributed to the nation’s progress and highlight the enduring message that patriotism, creativity, and unity remain the essential forces behind Vietnam’s journey toward a prosperous and civilized future.
