15th Plenum of the 13th Central Committee.
Early in its term, the Politburo issued directives on long-term personnel planning to prepare for the 14th Congress. By mid-term, it had approved the official and alternate candidate pools for the next Central Committee, ensuring a well-qualified and ample leadership reserve.
At the 15th Plenum held in December 2025, the Central Committee approved, with overwhelming consensus, the personnel nominations for the 14th-term Central Committee, Politburo, Secretariat, and other key Party and State leadership positions. These nominations were submitted to the 14th Congress for deliberation and election, following Party statutes and procedures.
General Secretary To Lam underscored: “The Party's leadership for the 14th term - including the Central Committee, Politburo, and Secretariat - must prioritize quality. The number and structure must be suitable for comprehensive leadership, and we must enhance the presence of Central Committee members in essential roles and priority sectors.”
The new personnel lineup will include both re-elected members from the previous term and newly nominated individuals, provided they meet all qualifications and are elected by the Congress.
