This morning, the Congress continued with discussions on key policy documents, chaired by President Luong Cuong.

Deputy PM Pham Thi Thanh Tra noted that in the past term, the entire Party, people, and armed forces had made relentless efforts in the fight against corruption, wastefulness, and misconduct - guided by the principle of “no forbidden zones, no exceptions.” These efforts have significantly strengthened public and business confidence in the Party’s leadership.

According to her, the new era presents unprecedented opportunities alongside significant challenges, demanding the Government transform not only its mindset but also its governance model and execution capabilities.

As the highest administrative body under the Party’s leadership, the Government will continue fulfilling its mission to be a "developmental, integrity-based, action-oriented, and people-centered" institution.

Tra outlined several strategic priorities, beginning with a breakthrough in institutional reform - aimed at unlocking all development resources. She called this "the breakthrough of breakthroughs" and a crucial driver of national competitiveness.

Institutions, she stressed, must move from a management-centered approach to one that fosters development, reducing compliance costs for citizens and businesses. “Institutions must lead, clear the way, and enable growth,” she said.

Another major priority is accelerating industrialization and modernization, restructuring the economy, and transforming the growth model - placing science, technology, innovation, and digital transformation at the core. Vietnam will focus on building strategic autonomy and advancing key sectors, including semiconductors, artificial intelligence, digital technology, and renewable energy.

The Deputy PM also underscored the need to modernize national governance by making citizen satisfaction the ultimate measure of public service. The goal is to build a democratic, law-governed, modern, and professional administration with strong accountability mechanisms.

Decentralization and delegation of power must be deepened, coupled with resource allocation and strengthened oversight, she added, citing the principle: “local decisions, local actions, local accountability.”

She emphasized improving the effectiveness of local governments - especially at the grassroots level - describing it as an urgent and strategic task. Attracting and retaining talent in the public sector will be a key focus moving forward.

Above all, the Government will uphold a culture of integrity, discipline, and anti-corruption, while fostering a workforce of civil servants who “dare to think, dare to act, and dare to take responsibility.” Honor, she stressed, must be seen as the most sacred value. Public service culture and a commitment to citizen satisfaction will be core to national interest and identity.

Driving widespread, sustainable economic growth

Nguyen Anh Tuan, Deputy Head of the Central Committee for Policy and Strategy, said that achieving double-digit economic growth in the coming period is both an urgent need and a realistic goal - necessary to meet Vietnam’s strategic development targets for 2030 and 2045.

He argued that the country has sufficient foundation, ambition, and potential to reach a growth rate of 10% or more, based on the momentum already built and the national aspiration to rise.

To reach this goal, the Central Committee proposed several strategic directions: maintaining macroeconomic stability, increasing economic resilience, and ensuring strategic autonomy - all as prerequisites for sustainable, long-term growth.

The roadmap includes continued restructuring of the economy and a strong push toward industrialization and modernization. Science, technology, innovation, and digital transformation are again named as key drivers.

Vietnam must also better tap into international markets, diversify its trading partners, and elevate its domestic market as a core engine for sustainable growth.

Tuan emphasized that these measures must be implemented in a focused and coordinated way. Addressing structural bottlenecks and unlocking growth potential will be critical to stimulating broad-based economic momentum.

Firmly counter hostile rhetoric and safeguard political unity

Lai Xuan Mon, Standing Deputy Head of the Party Central Committee for Propaganda and Mass Mobilization, highlighted the importance of deeply integrating political and ideological work across all sectors and regions.

He called this the “internal strength” required for sustainable development - and a key factor in reaching the double-digit growth goal while improving quality of life for the people.

Ideological work, he added, must also directly contribute to building a clean, strong Party, enhancing its leadership capacity and political strength. The Party must stay ahead of hostile narratives by proactively monitoring public discourse and decisively countering false and reactionary rhetoric - both in society and online.

Huong Quynh - Tran Thuong
