After reviewing and discussing submissions and reports from the Politburo, the Party Central Committee reached a high level of consensus on a range of major policies concerning Party building, the political system, and national development and protection.

The Central Committee approved regulations on the implementation of the Party Charter, amending and supplementing Regulation No. 20 dated April 8 on the implementation of the Charter. The move is intended to further improve the institutional and legal framework governing Party organizational models, in line with requirements to renew leadership methods, strengthen the Party’s leadership, governing capacity and combativeness, and meet the country’s needs for rapid and sustainable development in the new period.

The Central Committee also approved new regulations of the 14th Party Central Committee on activities prohibited for Party members, replacing Regulation No. 37 issued by the 13th Party Central Committee.

The regulations are intended to strengthen the framework for early identification and timely prevention of violations, while improving the effectiveness of inspection, supervision and Party disciplinary enforcement, particularly in relation to emerging violations in cyberspace and those arising during digital transformation and organizational restructuring.

The regulations are also considered an important tool for strengthening efforts to prevent and combat corruption, wastefulness and misconduct, while protecting officials willing to think boldly and take action for the common good.

Regarding the resolution on renewing Vietnam’s development model, the Central Committee said that realizing the aspiration of turning Vietnam into a developed, high-income country by 2045, while laying the foundation for the country’s next 100-year development vision under the Party’s leadership from 2030 to 2130, requires a transformation of the national development model with specific targets for 2030, 2035 and 2045.

Under the vision toward 2130, Vietnam is to become a highly developed socialist country that is civilized, modern and distinctive, with strong innovative capacity and enduring vitality.

On the resolution concerning the National Security Strategy, the Central Committee assessed that the evolving context presents new requirements for national security and its protection, demanding new thinking and approaches at a higher level. The task involves not only protecting and maximizing national interests and effectively identifying, preventing and addressing risks and challenges, but also creating a foundation for rapid, sustainable and high-quality development.

Regarding the resolution on building a disciplined, safe, civilized, harmonious and developed society, the Central Committee affirmed that this is a cause for the entire population under the Party’s leadership and an important pillar of the country’s development model in the new era.

The Central Committee also agreed on a resolution setting out viewpoints and directions for amendments to the Land Law and related legislation. It continues to uphold the fundamental viewpoints and objectives of Resolution No. 18 of the 13th Party Central Committee on further reforming and improving institutions and policies, and enhancing the effectiveness and efficiency of land management and use to create momentum for Vietnam to become a developed, high-income country.

At the same time, several viewpoints, objectives, tasks and solutions will be adjusted or supplemented to further modernize land legislation in a coordinated, transparent and feasible manner, unlock resources, contribute to double-digit growth and support rapid and sustainable development.

The Central Committee also agreed on a resolution to build and develop Vietnam into a strong maritime nation. The resolution defines overall and specific targets through 2030, a vision toward 2045, and nine groups of tasks and solutions aimed at advancing that objective.

The Central Committee’s conclusion on further improving and effectively operating the overall organizational model of the political system and the two-tier local government model reaffirmed that the policy of restructuring the political system toward a streamlined, effective and efficient apparatus is entirely appropriate and consistent with the country’s development requirements.

It described the policy as a strategic decision involving profound reforms to the Party’s leadership and governing methods, the organization of state power and modern national governance.

The Central Committee called for continued “fine-tuning” of internal organizational structures while shifting the focus strongly toward improving operational quality, national governance capacity, development-enabling capabilities and the effectiveness of public services.

The Party Central Committee’s conclusion on environmental protection and proactive responses to climate change in the new period identified five guiding viewpoints, targets through 2030, a vision toward 2045, and nine major tasks and solutions.

Based on discussions by the Party Central Committee and the Politburo’s report addressing and incorporating feedback, the Politburo will direct the completion and issuance of the documents and oversee their dissemination and implementation.

Based on the Central Committee’s resolution, the Government Party Committee will direct the Government to complete the dossier for the amended Land Law and related legislation in accordance with regulations before submitting them to the National Assembly for consideration and decision.

The Central Committee discussed, provided opinions on and approved reports concerning Party building and the political system, the socio-economic situation, international developments and several major issues requiring attention in national defense, security and foreign affairs.

The Central Committee agreed in principle to establish Quang Ninh City and Bac Ninh City. It assigned the Politburo to direct the Government Party Committee, which will instruct the Government to complete the relevant proposals and dossiers in accordance with regulations and submit them to the National Assembly for consideration and decision at its first extraordinary session.

Notably, the Central Committee agreed in principle to transfer the advisory functions and responsibilities for mass mobilization work from the Party Central Committee’s Commission for Information, Education and Mass Mobilization to the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations.

It also agreed in principle to rename the Commission for Information, Education and Mass Mobilization as the Party Central Committee’s Commission for Information and Education. The Politburo was assigned to consider and decide on the matter within its authority.

On personnel matters, the Central Committee endorsed the Politburo’s proposed candidate for Minister of Home Affairs for the 2026-2031 term.

Based on the Central Committee’s endorsement, the Politburo will formally nominate the candidate for Minister of Home Affairs for approval by the 16th National Assembly at its first extraordinary session in accordance with regulations.

The Central Committee also imposed disciplinary action on Bui Van Hai, a former member of the Party Central Committee, former Secretary of the Bac Giang Provincial Party Committee and former Chairman of the Bac Giang Provincial People’s Council, with Bac Giang now part of Bac Ninh Province.

Hai was removed from all positions he had held within the Party.
