As part of its full-term working program, the second plenum of the 14th Party Central Committee was held from March 23 to 25 in Hanoi.

The Central Committee adopted a series of important documents and resolutions, including working regulations for the Central Committee, the Politburo, and the Secretariat of the 14th tenure; the working program of the Central Committee; regulations on implementing the Party Charter; provisions on inspection, supervision, and discipline; working regulations of the Central Inspection Commission; and rules governing political and ideological work within the Party.

The Central Committee also adopted resolutions on renewing and enhancing the effectiveness of inspection, supervision, and Party discipline, as well as on continuing to strengthen the Party’s leadership in combating corruption, wastefulness, and negative practices in the new phase.

The Politburo was tasked with incorporating feedback from the Central Committee and finalizing the above documents and resolutions for issuance and implementation.

The Central Committee voted to approve the introduction of personnel for the first session of the 16th National Assembly to elect key leadership positions of state agencies for the 2026-2031 term, in accordance with regulations.

It also agreed with the Politburo’s proposal on the organizational structure of the state apparatus and the plan for nominating candidates for these positions.

The Central Committee assigned the Politburo, based on the results of the consultation process, to formally decide on the nomination of candidates for state leadership positions of the 16th tenure and complete procedures for submission to the National Assembly for election or approval as prescribed.

The Central Committee elected Nghiem Xuan Thanh, a member of the Party Central Committee and Secretary of Khanh Hoa Provincial Party Committee, as a member of the Central Inspection Commission for the 14th tenure, 2026-2031.

The Central Committee also approved a policy to transform Vietnam Television, Voice of Vietnam, Vietnam News Agency, the Vietnam Academy of Social Sciences, and the Vietnam Academy of Science and Technology from government agencies into public service units under the Party Central Committee.

In addition, it agreed in principle to establish Dong Nai City as a centrally governed municipality.

The Party Central Committee called on the entire Party, people, and armed forces to strengthen unity and solidarity, join efforts, and strive to overcome all difficulties and challenges, determined to successfully implement the resolutions of Party congresses at all levels and the 14th National Party Congress.
