General Secretary Nguyen Phu Trong, on behalf of the Party, State, and people of Vietnam, welcomed President Putin, acknowledging his enduring support for the Vietnamese people and the Vietnam-Russia relationship. 

President Putin has been instrumental in establishing the Strategic Partnership and later the Comprehensive Strategic Partnership with Vietnam, contributing significantly to the bilateral relationship's development.

The General Secretary highly appreciated President Putin's fifth visit to Vietnam and congratulated him on his re-election, reflecting the Russian people's trust in his leadership. This trust has helped maintain political and social stability, foster economic development, and implement Russia's foreign policy effectively.

General Secretary Nguyen Phu Trong emphasized that Vietnam will continue to build on its achievements and address challenges to realize the development goals set by the 13th National Party Congress. 

He expressed gratitude for the Soviet Union's and Russian Federation's support in Vietnam's struggle for independence, the resistance wars, national reunification, and the subsequent nation-building efforts.

The General Secretary reaffirmed that valuing the traditional relationship and Comprehensive Strategic Partnership with Russia is a top priority in Vietnam's foreign policy. Vietnam supports Russia's active contribution to the international community and firmly believes that a strong and peaceful Vietnam aligns with Russia's long-term interests in the Asia-Pacific region and beyond.

General Secretary Nguyen Phu Trong highlighted the rapidly changing global situation, emphasizing the need for peace, equality, non-confrontation, and development cooperation. 

He stressed the importance of complying with the United Nations Charter and international law, strengthening dialogue, and enhancing bilateral and multilateral cooperation to address traditional and non-traditional security challenges.

Vietnam hopes that President Putin and the Russian Federation will continue to support peace, stability, security, safety, and freedom of navigation and aviation in the East Sea, as well as the legitimate rights and interests of Vietnam. 

Regarding the situation in Ukraine, General Secretary Nguyen Phu Trong expressed hope for dialogue, an end to the conflict, and a peaceful resolution based on international law, ensuring the legitimate interests of all parties involved. Vietnam is ready to actively contribute to promoting dialogue and negotiations toward this goal.

General Secretary Nguyen Phu Trong discussed with President Putin the implementation of Vietnam's foreign policy of independence, self-reliance, diversification, and multilateralization of foreign relations. This policy includes strengthening ties with neighboring countries and promoting and deepening cooperation with strategic partners, comprehensive partners, and other important allies. Vietnam consistently adheres to its "4 no's" defense policy.

President Putin expressed his pleasure in visiting Vietnam and meeting General Secretary Nguyen Phu Trong again. He emphasized that Vietnam is a friend and reliable partner of the Russian Federation.

The relationship between the two countries has been tested over time; developing a comprehensive strategic partnership with Vietnam is a priority in Russia's foreign policy in the Asia-Pacific region, Putin said.

The President highly appreciated the great achievements that Vietnam has accomplished, constantly enhancing the position and prestige of the Party and State of Vietnam in the international arena.

President Putin informed General Secretary Nguyen Phu Trong about some major features of the situation and foreign policy of the Russian Federation.

Sharing the opinion of General Secretary Nguyen Phu Trong, President Putin emphasized that the resolution of international and regional issues must be based on international law, the United Nations Charter, and peaceful settlement of disputes.

Regarding the East Sea issue, the Russian President supports the peaceful resolution of the East Sea issue based on international law.

President Putin also mentioned Russia's position on the conflict in Ukraine.

The two leaders were pleased with the positive developments in the Vietnam-Russia relationship, marked by strong political-diplomatic ties, robust economic-trade cooperation, strengthened defense-security collaboration, and effective people-to-people exchanges. They agreed to continue working together to build on these achievements and promote bilateral cooperation further.

Based on the achievements, the two leaders had an in-depth exchange of views and agreed on major directions and measures to create momentum for promoting bilateral cooperation.

The Russian President agreed on the proposed cooperation directions suggested by General Secretary Nguyen Phu Trong.

Both sides discussed enhancing mutual understanding and trust, promoting visits and exchanges at all levels, and developing economic-trade, investment, scientific, and technical cooperation. They also focused on resolving difficulties in line with international law and each country's specific conditions.

In the energy and oil and gas sectors, they agreed to create favorable conditions for enterprises from both countries to implement existing projects effectively and expand investment projects involving national oil and gas companies.

The two leaders also discussed promoting cooperation in agriculture, education and training, culture, tourism, and local cooperation. 

They acknowledged the important contributions of the Vietnamese community in Russia as a vital bridge in bilateral relations. General Secretary Nguyen Phu Trong requested continued support for the Vietnamese community to live and work stably in Russia.

On this occasion, Vietnam and the Russian Federation issued a Joint Statement on deepening their Comprehensive Strategic Partnership, celebrating 30 years of implementing the Treaty on the basic principles of the friendly relationship between the Socialist Republic of Vietnam and the Russian Federation.
