Personnel rotation and appointment has been the centre of public opinion, which shows that there are still many issues related to personnel task that must be solved.
Firstly, choosing appropriate and qualified people for personnel task needs to be implemented better.
As the media reported recently, some officials who had previously ran loss-incurring agencies were promoted to higher positions. This fact reveals a big hole in personnel task.
As these cases have been brought to light, the relevant agencies must consider and deal with the cases. It is the responsibility of many agencies.
These cases also show negative signs in personnel tasks.
In one case, the son of a senior official who did not have a good schooling profile and had to work abroad as a hired worker was promoted to a key position after he returned home.
Staff rotation is a normal stage of personnel work. This task has been carried out since our Party was form.
The great figures such as Le Duan, Pham Van Dong, Nguyen Van Linh, Do Muoi ... assumed many different positions based on the staff rotation mechanism, but with very clear directions. The purpose of the staff rotation mechanism is for the Party and State’s requirement and planning. But now it is thought that staff rotation aims for learning practical experience. That conception is incorrect.
The documents of the Party Central Committee say: "Staff rotation is due to work requirements. Thanks to the rotation, the rotated officers can learn more practical experience in various fields and various localities." Is it reasonable if a business person is rotated to a rural area?
In fact, staff rotation must originate from duties, rather than the needs of the staff. And that's the main purpose of the rotation, not the first purpose. The Resolution of the Politburo points it out clearly, and also the documents of the Central Organizing Committee. From here, staff rotation has become a movement. The General Secretary used the words "bribing for rotation" to show how serious this situation is.
We cannot deny that after being rotated, many officials work more effectively, but many others do not so if staff rotation is considered a movement, it is wrong and it must be addressed.
Party committees and Party organizations at all levels are responsible for directing the review, finalization and strict implementation of inspection, monitoring and control of the exercise of power by officials, in the direction that responsibilities are equal with the power; clearly defining the authority and responsibility of the collective and individuals in all stages of handling work and strictly sanction violations. Being determined to reject, dismiss, replace, and force to resign the officials who work inefficiently, do not complete their tasks, lack of capacity, are weak at moral quality, poor credibility without waiting for the expiration of their term or their age of retirement, especially the leaders, managers and heads.
