On the afternoon of November 17, the Dong Thap Provincial Party Committee held a conference to announce the Politburo’s decision on personnel appointments.

According to the decision, the Politburo has assigned Pham Thanh Ngai - currently deputy secretary of the Ca Mau Provincial Party Committee and chairman of Ca Mau People’s Committee - to step down from his positions in the Ca Mau Party Executive and Standing Committees. He has also been relieved of his role as deputy secretary of the Ca Mau Party Committee for the 2025–2030 term.

Ngai has been transferred and appointed to serve in the Executive and Standing Committees of the Dong Thap Provincial Party Committee and assumes the role of deputy secretary for the 2025–2030 term.

He was subsequently nominated as a candidate for chairman of the Dong Thap People’s Committee.

Shortly after, during the fifth session (an extraordinary meeting) of the provincial People’s Council, delegates voted to elect Pham Thanh Ngai as the new chairman of Dong Thap Province for the 2025–2030 term.

Born in 1971 in Luong The Tran Commune, Ca Mau Province, Pham Thanh Ngai holds a master’s degree in economic law and a bachelor’s degree in law.

He began his career at the grassroots level and held several key positions in Ca Mau, including vice chairman of Tran Van Thoi District People’s Committee, chief of office for the provincial Party Committee, Party secretary of Nam Can District, and Party secretary of Ca Mau City.

In September 2021, Ngai was appointed standing deputy secretary of the Ca Mau Party Committee. By November 2024, he was elected chairman of Ca Mau People’s Committee.

Most recently, in July 2025, following the merger of Ca Mau and Bac Lieu provinces, he was appointed by the Prime Minister to lead the newly formed Ca Mau Province.

Now, with his transfer to Dong Thap, Pham Thanh Ngai takes on a new challenge in a neighboring Mekong Delta province undergoing administrative reform and territorial restructuring.
