During the same session, the council relieved Lu Quang Ngoi of his duties as chairman and council member. Ngoi was recently reassigned by the Secretariat to serve as Deputy Secretary of the Ca Mau Provincial Party Committee and was subsequently elected as Chairman of the Ca Mau People’s Committee.

Tran Tri Quang, who currently serves as Deputy Secretary of the Vinh Long Provincial Party Committee, was elected by the council to succeed him.

In his acceptance speech, Quang pledged to lead a transparent, reform-oriented, and action-driven government that truly serves the people. He emphasized that the province’s governance should be measured by the satisfaction of citizens and businesses, particularly through administrative reform.

He also highlighted the need to strengthen discipline and accountability in government leadership, and to eliminate passivity and avoidance of responsibility.

As the newly appointed Chairman, Quang vowed to focus on restructuring the provincial economy in line with a renewed growth model. He aims to drive breakthrough development, maximize infrastructure investment, and advance social and cultural development. His agenda also includes improving human resource quality and ensuring social welfare.

Quang laid out four guiding principles for his leadership: “Dedication – Proximity – Practicality – Results.”

“Dedication” means always putting the people and homeland first in all decisions.

“Proximity” refers to listening, engaging, and ensuring that all policies stem from real-life needs.

“Practicality” means staying grounded - visiting construction sites, farms, and neighborhoods to fully understand and resolve challenges.

“Results” mean that policies must deliver measurable outcomes, evident in real-world improvements and public satisfaction.

Born in 1977 in Dong Thap province, Quang holds a master’s degree in transportation infrastructure engineering.

He previously held several leadership positions in Dong Thap, including:

Vice Chairman of Sa Dec City People's Committee,

Deputy Director and then Director of the Department of Transport,

Secretary of Cao Lanh City Party Committee,

Vice Chairman, Acting Chairman, and finally Chairman of the provincial People’s Committee.

In July, following the administrative merger of Dong Thap and Tien Giang provinces, the Prime Minister appointed Quang as Chairman of the newly restructured Dong Thap.

On November 17, Quang was reassigned by the Party Secretariat to join the Executive Committee and Standing Committee of the Vinh Long Provincial Party Committee, serving as Deputy Secretary for the 2025–2030 term. He was then nominated for election as Chairman of the Vinh Long People's Committee.
