On the morning of December 16, Prime Minister Pham Minh Chinh chaired a meeting of the Government’s Standing Committee to finalize preparations for the upcoming ceremony celebrating the groundbreaking, inauguration, and technical opening of major national projects. The event is scheduled to take place on December 19 as part of the lead-up to the 14th National Party Congress.

As of December 14, the Ministry of Construction reported that 234 projects across 34 provinces and cities nationwide are eligible for inclusion in the ceremony. These include 148 projects slated for groundbreaking and 86 that will be inaugurated or opened for technical operation.

Among them are 38 projects overseen by ministries and central agencies, 39 from corporations and general companies, and 157 spearheaded by local governments.

The total investment for these projects exceeds 3.4 million billion VND - equivalent to over USD 134 billion. Of this amount, state capital funds 96 projects with more than USD 24.7 billion (18% of the total), while 138 projects are backed by other capital sources totaling over USD 109.3 billion (82%).

The ceremony will be conducted in a hybrid format - both in-person and via videoconferencing - linked through a national broadcast network. From the 234 projects, the Ministry of Construction has proposed 79 broadcast points (12 physical venues and 67 online connection sites), symbolically representing the 79th anniversary of the National Resistance Day (December 19, 1946 – December 19, 2025).

Key broadcast points include:

The groundbreaking ceremony for the Olympic Sports Urban Area project (Thuong Phuc commune, Hanoi);

The inauguration of several infrastructure works and the launch of the first flight at Long Thanh International Airport (phase one);

The groundbreaking of the first component of the Lao Cai – Hanoi – Hai Phong railway project;

The groundbreaking of the Red River Scenic Boulevard in Hanoi;

The launch of the Hoa Phat Dung Quat special steel and railway track production plant (Quang Ngai);

The groundbreaking of the Tan Phu – Bao Loc expressway (Lam Dong province);

The inauguration and technical opening of the Can Tho – Hau Giang – Ca Mau section of the North-South Expressway (Eastern section);

The inauguration of Hue International General Hospital;

The groundbreaking for the Youth Cultural Center in Ho Chi Minh City;

And the start of construction on the first segment of the Phu Quoc urban metro line.

At the meeting, Prime Minister Pham Minh Chinh offered guidance and unified the organizational plan. The central broadcast point is expected to be set at the groundbreaking ceremony for the Olympic Sports Urban Area.

The Prime Minister highlighted that, following previous major groundbreaking events held on April 19 (marking the 50th anniversary of national reunification) and August 19 (celebrating the 80th anniversary of National Day), this December 19 ceremony carries deep symbolic significance. It commemorates the upcoming 11th National Patriotic Emulation Congress and the 14th National Party Congress. It also aims to inspire momentum and determination for Vietnam to pursue double-digit economic growth in the years ahead.

The Prime Minister called on ministries, sectors, localities, and involved agencies to conduct thorough reviews and ensure the highest level of preparedness for the ceremony. He emphasized the principle of "6 clear criteria": clear assignment of people, tasks, timelines, responsibilities, authority, and outcomes.

The Ministry of Home Affairs has been tasked with overseeing the commendation of individuals and collectives with outstanding achievements in key national projects. Special recognition will be given to engineers, workers, and laborers who have remained steadfast on-site over the years.
