On the morning of April 8, the National Assembly carried out procedures to approve the President’s nominations for the positions of Vice Chairman and members of the National Defense and Security Council.

After hearing reports on discussions and explanations, lawmakers conducted a secret ballot to approve the list of Vice Chairman and several members of the council.

With 480 deputies participating in the vote, all 480 voted in favor - representing 100 percent of those present and 96 percent of the total number of National Assembly deputies - the legislature passed a resolution approving the list of Vice Chairman and several members of the National Defense and Security Council.

Accordingly, Politburo member and Prime Minister Le Minh Hung was confirmed as Vice Chairman of the National Defense and Security Council.

Members of the council include National Assembly Chairman Tran Thanh Man, Deputy Prime Minister and Minister of National Defense Phan Van Giang, Minister of Public Security Luong Tam Quang, and Minister of Foreign Affairs Le Hoai Trung.

At present, General Secretary and President To Lam serves as Chairman of the National Defense and Security Council.

Under the Constitution, the President is the Commander-in-Chief of the people’s armed forces and serves as Chairman of the National Defense and Security Council.

The council consists of a Chairman, Vice Chairman and members. Its composition is proposed by the President and approved by the National Assembly. The council operates on a collective basis and makes decisions by majority.

The National Defense and Security Council submits to the National Assembly decisions on a state of war. In cases where the National Assembly cannot convene, it submits such decisions to the National Assembly Standing Committee. The council is responsible for mobilizing all national forces and capabilities to defend the country, carrying out special tasks and powers assigned by the National Assembly in wartime, and deciding on the participation of the people’s armed forces in activities contributing to peacekeeping in the region and around the world.

The council includes the President as Chairman, the Prime Minister as Vice Chairman, and other members.
