PM Phuc congratulated the success of the 19th National Congress of the Communist Party of China (CPC), noting that amid the complicated and unpredictable regional and global situation, the stable and healthy development of Vietnam-China relations will help maintain peace and stability, and promote cooperation and development in the region and the world.

He applauded the outcomes of bilateral cooperation in politics, diplomacy, defence, security, economy and trade, adding that the current scale and level of cooperation have yet to be on par with the two countries’ huge potentials; therefore both sides should step up cooperation and actively remove obstacles in order to bring about greater benefits.

PM Phuc called on China to promote balanced and sustainable growth of bilateral trade. China should facilitate the import of Vietnamese goods, especially products that Vietnam has advantages and China has demand for, while creating favourable conditions for Vietnamese businesses and Vietnam’s trade promotion office in China, he said.

China should increase investments in hi-tech and environmentally-friendly projects and ensure the quality and progress of joint projects, particularly those which the two countries’ leaders have discussed, so as to promote Chinese investors’ prestige in Vietnam, PM Phuc stressed.

The two sides should enhance connecting the “Belt and Road” initiative and the “Two Corridors and One Economic Belt” framework in line with each country’s interests, capacity and conditions, he added.

The Government leader asked the two countries to boost production capacity cooperation in the fields matching their demand and strength and step up the signing of a framework agreement on building a Vietnam-China cross-border economic cooperation area in line with their respective laws.

PM Phuc also proposed China provide optimal conditions for Vietnam to access preferential loans while effectively carrying out its assistance packages for the nation.

The two countries should also enhance ties to cope with climate change, use cross-border water resources in a sustainable and effective manner, soon sign a new rail transport agreement, and facilitate cooperation in aviation, he said.

Regarding maritime issues, the Vietnamese leader urged both sides to seriously implement agreements and common perceptions reached by leaders of the two Parties and countries, including the Vietnam-China agreement on basic principles guiding the implementation of sea-related issues.

He held that Vietnam and China need to well control disagreements, maintain peace and stability in the East Sea, actively promote negotiation mechanisms to achieve practical progress, and intensify mutual trust, thus creating a foundation for solving more complicated affairs.

He also told the two foreign ministries to coordinate to prepare for CPC General Secretary and President Xi Jinping’s upcoming State visit to Vietnam and his attendance in the APEC Economic Leaders’ Meeting.
